Conditions of registration: 1. 2. Persons accommodated shall be aged 60 years and above, however, 3 people may be aged 55 years and above. Of the 57 beds, 22 are nursing care (N), 25 are personal care (PC) and 10 can be used as nursing or personal care 7th November 2005 Date of last inspection Brief Description of the Service: Valley Park is situated in Wombwell, and is 6 miles from Barnsley. The home is on a bus route and within walking distance of local shops selling provisions, a chemist, hairdresser, post office, and newsagents. Valley Park is two-storey home, opened in 1989 and owned by Mimosa Healthcare, which has 51 single rooms, 26 of which are ensuite and three double rooms one of which is ensuite. This is an overview of what the inspector found during the inspection. This was an unannounced inspection, which in the main was carried out to check requirements made at the last inspection. Jane Bagnall, RGN, Team Leader was present during the inspection. Opportunity was taken to make a partial tour of the premises, inspect a sample of records and policies and talk to 6 staff and 9 residents. The inspector wishes to thank the staff and residents for their time, friendliness and co-operation throughout the inspection process. Staff need to ensure that all residents bed linen is clean. Risk assessments need to be in place for residents that use wheelchairs without footplates. Residents need to be safely moved in wheelchairs. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 8,9 and 10. Residents themselves said that they were happy at the home and made very positive comments about the staff. Medication practices undertaken by staff were safe. Residents’ privacy and dignity was maintained. EVIDENCE: All the residents said that they were happy at the home and made comments such as the staff of the home were” wonderful”,” marvellous” and that the care delivered by them was “excellent”. Residents were well dressed in clean clothes and had received a good standard of personal care. Staff were observed to be assisting residents in a positive and friendly manner, doors were closed where staff were helping with personal care. Medication Administration Records (MAR) were checked. The requirements made at the last inspection had been addressed. Staff were signing the records to indicate that a drug had been administered and two staff were signing any hand written changes that had been made to the MAR sheets. Medicines were securely stored around the home.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 12,13,14 and 15. Residents had a choice of lifestyle within the home and they were able to maintain contact with family and friends. Meals served at the home were of a good quality and offered choice. EVIDENCE: A friendly, lively and welcoming feel was evident in Valley Park. Residents spoke positively about their life in the home. Staff were interacting positively with the residents. Residents spoke positively about the amount of activities available within the home. Some residents said they were looking forward to the social evening planned at the home that night. Activities were advertised on the notice board in the home. The activities coordinator was very enthusiastic about her role and staff were undertaking one to one activities with some residents. Residents said that they were able to maintain contact with their family and friends. Residents said they chose when they got up and went to bed and had a choice of food at mealtimes. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 19,21,24 and 26. The environment within the home was on the whole well maintained and clean providing a comfortable, safe environment for residents. EVIDENCE: Since the last inspection some refurbishment of the home has taken place. New bed linen has been provided in some bedrooms, which has improved the aesthetics of these rooms. Some areas of the home are in need of decoration and refurbishment as the décor and furnishings are showing signs of wear. Three bedrooms were checked in detail and many others seen, all were comfortable and homely. Residents said their beds were comfortable. Bed linen checked was generally clean and in a good condition. However some stains were found on sheets in three bedrooms on one unit. The home was clean, with no unpleasant odours noticeable. Residents said that their rooms were always kept clean. The home was warm in all areas.

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 27. Staff were employed in sufficient numbers. EVIDENCE: The Team Leader stated that agreed staffing levels were being maintained. The staff rota identified agreed staffing levels had been met. This will assist in making sure that residents’ needs are met. Residents said that staff were available when they needed them and that they were visible around the home. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 38. In the main the homes policies and procedures promoted the health, safety and welfare of residents and staff. One care practice observed did not promote residents safety. EVIDENCE: At the time of inspection fire exits were clear and window restraints were in situ at first floor windows checked to prevent falls. Hazardous products were safely stored in the home. The hot water temperature in one bathroom measured a safe temperature of 42 degrees centigrade. Fire records were up to date and stated that weekly testing of the fire alarm system and fire drills had occurred. This will promote the safety and welfare of the service users. Staff were escorting a resident in a wheelchair, which was not fitted with footplates. This unsafe practice was highlighted as a requirement at the last
