This inspection was carried out on 12th May 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The activities co-ordinator arranges activities out of the home or entertainment for the residents every month. Several residents had just returned from a trip to Butterfly World at Preston Park, which they said they had enjoyed. The staff team are experienced, receive training and know their residents and their needs. The home provides a homely and comfortable environment that is well maintained and well decorated and this enhances the quality of life of the residents.

What has improved since the last inspection?

The manager has completed her Registered Managers Award and has settled into and is confident in her role.

One bed for a named individual under the age of 55. Date of last inspection Brief Description of the Service: Westmoor View is set within terraced grounds, located off Dixon’s Bank in the residential area of Marton. The home is located approximately five miles from the centre of Middlesbrough. The home is close to a nearby shopping centre and other local amenities and is served well by local transport. The original house was built in the 1860’s yet the home still retains many of its original features including a number of wood panelled rooms, original fireplaces and large bay window. A choice of furnished lounges is available where service users can find a quiet place to sit and read or entertain guests. This unannounced inspection commenced at 9.30am and lasted for four hours. Three residents, the administrator and the manager were spoken to during the inspection. Numerous records including care plans, policies/procedures, maintenance and staff records were examined. A tour of the premises was carried out. Three residents living in the home spoke highly of the staff team and the care that they received. One resident said it was like ‘a home from home’. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2 & 3 Terms and conditions of business for residents living in the home are in place. Residents’ needs are assessed prior to them moving to the home. EVIDENCE: Evidence was available to show that each resident has a written contract/statement of terms and conditions with the home. Three resident’s files were examined and they each contained an assessment, which had been carried out prior to the person moving into the home. The manager also carries out her own assessment, meeting with the prospective resident, either in their own home or in hospital. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8 & 10 Resident’s health, personal and social care needs are met, however care planning documentation must be improved to reflect this. Residents are treated with respect and privacy is maintained. EVIDENCE: Three resident’s files were examined and they each contained a plan of care. However none of them were complete, two did not have a care plan where a problem had been identified in the assessment. The evaluations for the other care plan were incomplete. Documentation in the resident’s files showed that health care needs were being met. Three residents said that the staff were always helpful and gave assistance when asked. They always knock on bedroom doors and wait for an answer before entering. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 14 & 15 Residents are able to exercise choice and control over their lives. Menus do not include all the choices of food available. EVIDENCE: Three residents said they choose how they spend their day, when to get up and go to bed, where to sit to have meals, whether to stay in their rooms or join in with the other people who live in the home. The home has a four weekly menu, however it requires more detail and there was no choice. There needs to be an alternative menu available for residents to choose from if they do not like the meal that is offered. The tea time meals for those who require a soft diet also needs to be reviewd. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18 Staff have received training in adult protection issues which helps to protect the residents. EVIDENCE: Four staff training files were examined. Certificates were in place regarding training in Adult Protection. The home has policies and procedures to follow to protect the residents in the case of suspected abuse. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 24 & 26 The standard of the environment within this home was good and residents have their own possessions around them. The home was clean and odour free. EVIDENCE: Maintenance certificates were in place and up to date. The home employs a full time handy man, who carries out maintenance checks on equipment throughout the home. The water temperatures in baths and showers are taken and recorded every month. However the temperature for baths ranged from 34.40 to 41.10 which is too cold. Staff also check the water temperature prior to a resident using a bath or shower. On touring the home it was comfortable and attractive. Bedrooms contained resident’s personal possessions. The home was clean and hygienic with good facilities and procedures for handling laundry and preventing odours or the spread of infection. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 29 & 30 The procedures for recruitment are robust and provide the safeguards to offer protection to residents living in the home. Staff receive training for their jobs, however formal supervision is required. EVIDENCE: The home has recruitment policies and procedures in place. Four staff files examined showed that the home’s policies are being followed and all of the required documentation was in place. Training records examined showed that staff receive induction training. Staff then continue to undertake further training in COSSH, Food Hygiene, Moving and Handling, Health and Safety and Fire Training. The home has a formal supervision system in place, however this was not up to date. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 34, 35 & 38 The home’s accounting and financial procedures provide safeguards for the residents. Residents and staff are protected by the health and safety policies and procedures. EVIDENCE: The home has robust accounting and financial procedures. From discussion with the Administrator and looking at records it was evident that procedures were being followed. Health and Safety policies and procedures are in place and training for staff is carried out. STATUTORY REQUIREMENTS This section sets out the actions which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards.
