Date of last inspection 12th May 2005 Brief Description of the Service: Westmoor View is set within terraced grounds, located off Dixons Bank in the residential area of Marton. The home is located approximately five miles from the centre of Middlesbrough. The home is close to a nearby shopping centre and other local amenities and is served well by local transport. The original house was built in the 1860s yet the home still retains many of its original features including a number of wood panelled rooms, original fireplaces and large bay window. A choice of furnished lounges is available where service users can find a quiet place to sit and read or entertain guests. This is an overview of what the inspector found during the inspection. This unannounced inspection commenced at 10am and lasted for two and a half hours. Three residents, the maintenance person and the manager were spoken to during the inspection. Numerous records were examined including care plans, menus, minutes of meetings and policies/procedures. Three residents living in the home said ‘ the staff are very good, they always help when asked’. They spoke about the manager and said’ the manager is always around the home, available to talk to them or their relatives’. What the service does well: What has improved since the last inspection? Each service user has a written contract/ statement of terms and conditions with the home. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: These four standards were not assessed at this inspection, however three care plans were examined, as previously some of the documentation had not been completed. The written information in the care plans showed that improvements had been made and documentation completed. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 & 13 Residents are offered the opportunity in a range of leisure and social activities enabling residents to make positive choices about how they spend their day. Friends and family are encouraged to be involved too. EVIDENCE: Two residents spoken to say that they are encouraged to choose how they spend their day. One of the residents talked about the meetings, which take place in the home regularly when there is discussion about activities and any issues they wish to raise. Relatives and friends are welcome to visit at any time. At the time of the inspection one resident was waiting for her husband to visit for the afternoon. At the previous inspection the menus examined did not show an alternative choice. The chef now includes choices on the menu. However whilst staff ask residents what they would like from the menu they need to be presented in a more user friendly way and could be displayed on the dining tables for the residents. JUDGEMENT – we looked at outcomes for the following standard(s): 16 The home has a satisfactory complaints system. Complaints are handled appropriately and the outcomes used to improve the service. EVIDENCE: The home has a detailed complaints procedure in place and there was evidence to show that this was followed. There had been three complaints made to the home since the last inspection. Two of the complaints related to care issues and were partially upheld. The third complaint was about a resident’s property being missing and the manager had been unable to come to a conclusion. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: These standards had been assessed during then previous inspection. At that time the water temperatures in the bathrooms were recorded as being too low. However discussions have taken place with the Operational Manager to change the pipe work in two of the bathrooms, which will result in an increase in the water temperatures. JUDGEMENT – we looked at outcomes for the following standard(s): 27 & 28 The deployment and number of staff on all shifts is appropriate to ensure that at all times residents are supported by an experienced group of staff. EVIDENCE: The staff rotas showed that there was sufficient staff on duty to meet the needs of the residents. When working out the duty rotas, the manager endeavours to ensure there is a mix of carers, experienced and junior on each shift alongside the nurses. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 & 33 Views of the residents are sought in order that they can contribute to the development of the service. The manager offers clear leadership and direction to the staff. EVIDENCE: The manager is appropriately qualified and experienced to ensure that residents benefit from a well run home. Residents spoken to said ‘the manager is always around the home available to talk to them and their relatives’. There are resident’s meetings held every month where discussions take place about the happenings in the home, activities, food and any concerns. An annual quality audit is carried out and the information gathered is assessed at Head Office. An action plan is formed from the information for any improvement if required.
