Annual Service Review Number of places (if applicable): Under 65 Over 65 0 0 0 30 30 30 1 2 0 2 2 0 0 9 Page 2 of 7 Date of last annual service review (if applicable): Brief description of the service Barton Place is described as an independent care hotel and is a Home offering care, including nursing care, to people over the age of 65 years who have mental health problems; particularly those experiencing confusion or dementia. The stated aim of the home is to provide skilled, sensitive and understanding care to enable residents to achieve the highest possible quality of life whilst receiving the utmost quality of care and accommodation. The home is situated on the outskirts of Exeter in a grand Georgian house, which benefits from several acres of attractive and long established gardens. Current fees charged are £850 week. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home, and family representatives, tell us that they are happy there. We received comments from 6 people living in the home. All continue to be very satisfied with the quality of the care provided. All responses confirmed that people had been provided with enough information to enable them to make an informed choice about making Barton Place Independent Care Hotel their home. All those who responded confirmed that the home was always or usually fresh and clean and that they always liked the meals served at the home. Four people confirmed the home always provided activities they could take part in, 2 people felt the home usually did. Annual Service Review Page 4 of 7 Comments in surveys included: In response to what could the home do better 3 people commented nothing. Comments made by 3 others included With more staff, more activities on a one to one basis, washing and ironing and laundry. We also sent surveys to 5 staff at the home and received responses from four. All who responded confirmed they had had checks, which included references and police checks, undertaken by the providers before they were employed at the service. They also confirmed they are given information and relevant training to be able to meet the health and social care needs of people living at the home. Comments in surveys returned from staff, in response to what does the home do well, included: looks after the residents well, they are like our family, the care is very good in Barton Place and I think the care at Barton Place is exceptional and everyone works very hard to help the clients live happy lives. I feel the training is very good and I always feel well supported by management and my colleagues. Staff comments in response to what could the home do better included more staff to give more time to the residents, more staff and a bigger living room, it would be nice to have a nursing room for the terminally ill for those clients in double rooms, allowing families and the terminally ill client to have peace and privacy, another activity person and more trips etc. organised to go along with [the activities person] and entertain the clients. The manager provided the Commission with information about the service prior to this report being completed. They confirmed that all staff and management at Barton Place work very hard to ensure anyone who uses the service is treated as an individual, able to maintain their independence, are shown dignity and respect and involved with all aspects of their needs at Barton Place. The service is planning to extend the home and when this has been completed the service will lose all of shared rooms and gain 17 ensuite bedrooms. The manager told us that providing activities is of great importance to the service and a full time co-ordinator is employed who helps facilitate peoples needs and wishes. The service has close links with a local church, which undertakes two set services a month and also send representatives to the unit. The service also has the service of a local preacher who takes a small service every three weeks. We were told that staff work spontaneously with the activity coordinator, to help facilitate activities. The social interaction between staff and service users is very important at the service.The service is visited regularly by a local donkey sanctuary and PAT the dog. The service also employs the services of three local entertainers who visit the home monthly. People living at Barton Place also have access to a weekly hairdresser, chiropodist,

The service operates an open visiting policy and visitors are offered a tray of refreshments to all our service users visitors, we find this breaks down barriers and is the same as a service user would do in their own home. We hold a bi-monthly coffee morning for service users, families and friends, this helps with our open approach and inclusion. People living at the service are asked daily for their dietary choice for that day, (main meal they have four options), have a choice of at least six soft drinks available at all times in both lounges and, under a GPs supervision, alcoholic beverages. No complaints have been made to the Commission since the last inspection. The service tells us they have had one complaint in the last year, which was investigated within agreed time schedules, was upheld and appropriate action taken. The service operates an open management culture to ensure that everyone who lives, works or visits Barton Place feels confident that any issues they may have will be taken seriously and dealt with. We sent surveys to 5 health care professionals and received responses from four. In response to what does the home do well comments included: holistic approach, respectful of individuals and support families and the clients are cared for and given appropriate activities to stimulate them The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. The service has also told us of plans for continued improvement for the next 12 months, these include: Maintaining the standard demonstrated in the last inspection, with regard to admissions to Barton Place. To make quality assurance audit available to all prospective service users and to become even more creative with our activities e.g. bird watching, photography and local pub visits. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 12th February 2011.
