If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Brockenhurst is a care home providing personal care and accommodation for thirtyeight people over the age of sixty-five who have dementia. The home is situated close to the town centre of Littlehampton, a seaside resort in West Sussex, with a train station; shops and other amenities close by. Brockenhurst was established in 1974 and has been under the same ownership since that time. The three-storey building consists of two semi-detached properties, which have been linked to form one home. A later Annual Service Review Page 2 of 6 1 4 1 0 2 0 0 8 ground floor extension has been added and two garages converted to provide a large activities room. There are twenty-eight single and five double bedrooms arranged on all three floors. A passenger lift is also available. There are good size secure gardens to the rear of the property, which are accessible to residents. The home is owned by Mrs. Norma Matthews who is also the registered manager. Current fees range from £465 to £620 per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection, that was completed on the 14 October 2008. This included; The Annual Quality Assurance Assessment (AQAA) that is completed by the service and focuses on how well outcomes are being met for people using the service, this was well completed and was provided when requested. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations including Social Services and visiting health care professionals. A social care professional who has regular contact with the home was spoken to, for direct feedback on the service. The deputy manager was also contacted by telephone on the day of the Annual Service Review for up to date information on the service, and confirmation on how the home had responded to the recommendations made at the last key inspection. Six service users surveys were returned to the Care Quality Commission before this date, and used to inform this review. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. This provided information on the service that included numerical information that was requested. The AQAA was well completed by the registered manager and identified areas that have improved in the last year and others where further developments are either planned, or would benefit residents. The last key inspection was completed in October 2008 and was positive with regard to resident care, with all outcome areas being judged as good. No requirements and two recommendations were made following this inspection. The AQAA and contact with the deputy manager confirmed that the recommendations made have been fully addressed. A new care planning system has been introduced that is comprehensive and identifies clearly the care needs and support required, and how these are met. There is a new system for the regular review of plans and frequent check up by the doctor are in place. Detailed risk assessments have been implemented that clearly record how the risk is to be minimised or removed. The staff recruitment procedures have been reviewed and a very detailed staff application form has been introduced, ensuring a full employment history is recorded. Discussion with the deputy manager indicated that the a separate controlled drug cupboard is available in the home, and that the home does on occasions hold some prescribed controlled drugs. It was not however clear that this complied with the new Annual Service Review Page 4 of 6 legislation around the storage of controlled drugs in care homes.It was recommended that the homes management consults with their supplying pharmacist with regard to these facilities, in conjunction with information provided by the Care Quality Commission on this matter. The contents of the AQAA recorded that the home has the required safety checks and servicing is completed on all its equipment and services. That all the required policies and procedures are in place and are regularly updated. The AQAA recorded that two complaints had been received by the home since the last key inspection. One complaint related to funding and fees, and was resolved following the residents discharge, a further complaint was raised by a former staff member. The allegations raised were investigated in accordance with the Safeguarding Vulnerable Adults procedures and were not substantiated. The home worked jointly with social services, and demonstrated a positive and proactive approach to any safeguarding matter. The deputy manager advised that one of the homes main strengths is the standard of care provided, which is led by the home manager who has a very caring, and hands on approach. Surveys received indicated a high satisfaction with the care and the staff working in the home, and reflected that the home had very warm loving atmosphere. Contact with a visiting social care professional complimented the staff stability and provision, and believed they were well supported and trained. The information provided by the home confirmed our judgment that the home continues to provide a good service. What are we going to do as a result of this annual service review? There will be no change to the inspection schedule and the Care Quality Commission will do a key inspection by 14 October 2010. However, we can inspect the service at any time if we have concerns about the quality of the service, or the safety of the people using the service.
