What the care home does well People living at Carrwood House receive a good service.The provider, the manager, and staff have ensured they have improved practices, in order to meet their previous requirements. People living at Carrwood are safer and more comfortable as a result. People living at Carrwood House can express their concerns. The complaints procedure is robust and easy to access. In the main staff practices, the homes policies and procedures, training and compliance with complaint and safeguarding procedures, help to safeguard people, and protect their rights. What the care home could do better: We have issued one recommendation referring to people`s safety and rights. We reccommend that staff understand the implications of Mental Capacity and Deprivation of Liberty. This helps to protect people`s rights. The accommodation comprises of ground floor communal areas and first floor service user bedrooms, bathrooms and toilets. The philosophy of the home is to encourage people to make choices, take risk, as part of life style under supervision and build their self-esteem in a safe and caring environment. The gardens are landscaped and there are car-parking facilities. Copies of the last Care Quality Commission report was available for service users and their families to read. The manager told us on 21 April 2010 that the weekly fees which ranged from: £339 to Care Homes for Adults (18-65 years) Page 2 of 10 Brief description of the care home £450.76 had increased by about 1 , but she did not have the exact figures available. For more information about the services fees please contact the manager. The home charges extra for chiropody, toiletries, clothing and holidays. Care Homes for Adults (18-65 years) Page 3 of 10 What we found: We carried this inspection out as a Random Inspection. This means we visit the service and look at chosen areas concerned with the health, safety, and wellbeing of people who use the service. We will only change a star rating following a key inspection. Therefore, the rating for this service will stay the same following this random inspection. This inspection complies with our regulatory processes. The Care Quality Commission will conduct a further review under our new registration procedures before October 2010. The service had its last key inspection on 23 August 2007, and we gave them a Two Star (Good) rating. We carried out an Annual Service Review on 24 November 2009, where we looked at information about the service, without visiting the home. Before we visited the service we looked at any information we had received since the services last inspection. This included, The services AQAA (Annual Quality Assurance Assessment). This is information the service is required to provide us with about how well they are delivering care. The services previous report, and any information from other stakeholders, such as the local authority, relatives and staff, and any surveys we received. Notifications. These are notices of information a service must give us about any incidents that happen which may affect peoples wellbeing. Any safeguarding, concerns and complaints information. During the visit we spoke to people who live at Carrwood House, staff and the manager. We also observed some care practices and looked at some records and documents. For the purpose of this random inspection we looked at how the home manages concerns, complaints and protection. (National Minimum Standards 22 and 23) This included, How well people can express their concerns. Access to a robust complaints procedure. How the service protects people from abuse. And how the service protects peoples rights. We also looked at requirements and recommendations we made to the service on our last inspection. This included, Care Homes for Adults (18-65 years) Page 4 of 10 Make facilities available for people to prepare their own food. Keep medication policies and procedures up-to-date with current practice. Store medications securely, and at the correct temperature. Make arrangements for people sharing their bedroom to have personal space. We spoke to six people who live at Carrwood House. They told us their care was good, they feel safe and well protected, and they can raise concerns and complaints if they need to. People made positive comments, which included, Im very happy, settled and safe here (Staff) are normal, sociable and friendly, I find them quite amusing, all of them (Staff) are very approachable, if Im not feeling well they are all brilliant Ann and Sharon (manager and deputy manager) they are good, they are all more than excellent I tell Ann (the manager) if Im worried about anything I would just make a complaint, and say it, but I have no complaints What is good about Carrwood House? - The food and the room I live in We spoke to two members of staff. And we spoke to them in detail about their understanding of protecting people from harm, and protecting peoples rights. They understood what to look out for to identify if someone could be at risk of abuse, and they knew the right action to take to help people keep safe. Staff also understood how to whistleblow if they felt people were at risk, and action was not taken. We received 4 surveys from people who live at Carrwood House, and five from staff. People made positive comments such as: Look after me well They listen to me when I need it and help me when Im not well Staff surveys told us they get information about peoples needs, and they have good support from the manager. Care Homes for Adults (18-65 years) Page 5 of 10 This helps make sure staff know how to support people safely and consistently. We saw a sample of surveys carried out by the home, and one professional visitor stated: Carrwood has provided excellent support for my client. Communication is always speedy, and Im kept well informed of any problems This demonstrates that the home works proactivly with other professionals to ensure they are working in the best interest of the people they care for. We saw evidence that staff had good access to training such as fire, first aid, and health and safety. The deputy manager had also booked staff on to Sheffield Councils Safeguarding training, in order to keep staff up to date with local policy. This helps make sure people are well protected from harm and poor practices. The manager was also in the process of getting the Safeguarding Procedures for South Yorkshire from Sheffield Local Authority, in order to make sure the home had the most up-to-date information. This shows that Carrwood House is proactive in making sure they help protect people they care for. However, staff were less confident about how the Mental Capacity Act and Deprivation of Liberty affected the people they care for. We advised the manager to look into how to improve staff understanding, and make sure systems were in place to protect peoples rights. The manager agreed to do this. The manager said they had dealt with one complaint in the past 12 months. The manager had investigated this and made a satisfactory closure. Carrwood House had two safeguarding alerts. The manager had followed the correct procedures and worked with the local authority to ensure the persons safety. However, the manager had omitted to inform us about one of the alerts. The manager appologised for the oversight and agreed to put a system in place to make sure this does not happen again. We concluded by, talking to people, looking at records and checking the environment that the service has now met all its previous requirements. The manager said there had been no accidents or admissions to hospital in the past 12 months, and they had recruited no new staff. Therefore we did not look at these documents.
