If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Church View is a care home registered to provide care for 23 people with a diagnosis of mental illness. The home provides 24-hour care for people with enduring mental health needs. It encourages self-sufficiency and self-reliance where possible via a combination of staff support, and the teaching of independent living skills. The aim is to combine this with appropriate day care education and work experience, to encourage and foster social and community skills. Church View is organised into 3 separate houses,
Annual Service Review Page 2 of 7 1 9 0 1 2 0 0 9 Vicarage, Canterbury, and York, all self contained, with single bedroom accommodation, bathroom/ toilet facilities, and separate kitchen, dining room and lounge facilities in the units. The fees at Church View at the time of the inspection ranged from £314 to £903 per week, however this is different for each person at the home as it is calculated on the needs of each person. It is therefore necessary to contact the home for further information. The registered person makes information about the service available via the Statement of Purpose, and the Service User Guide. What did we do for this annual service review? We looked at all the information that we received, or asked for, since the last key inspection. This included; The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. The supporting information sent to us by the manager with the AQAA. What people told us who live in the care home. Information we have about how the service managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspections and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? We received the AQAA from the manager, the AQAA was received on the agreed date. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and other information we received, our judgement is that Church view is still providing a good service. The AQAA told us where Church View had improved over the last twelve months. The Manager wrote, Staff have more areas of responsibility, therefore a feeling of belonging. Awarded investors in people More activities A more person centred resident led home. More residents attending health appointments. The AQAA told us people knew who to contact if they had a complaint and the manager Annual Service Review Page 4 of 7 and provider dealt with problems. The AQAA confirmed that six complaints had been received in the last 12 months. 4 had been resolved satisfactorily and 2 were still ongoing. The manager told us that any complaint would be investigated within the agreed timescales. To ensure people were listened to and their views acted upon to ensure their needs were met. One complaint was received by CQC from an anonymous source, this was passed to the Area Manager to investigate. A full investigation was undertaken and a written response sent to us. this showed all complaints were acted upon. The AQAA also told us that communication between staff was good, regular meeting were held and peoples needs were met . Staff received regular training and supervision to ensure they could meet peoples needs. The AQAA confirm that they continue to have robust recruitment and selection procedures, which ensures the right staff were employed and trained. Staff received a good induction and training programme. This ensured they had the skills and appropriate knowledge to meet peoples needs. Four safeguarding referral was made in the last twelve months, which has been concluded. The referrals were reported appropriately and procedures followed to ensure people were safeguarded. The manager and staff at Church View worked with different professionals to protect people and make changes to prevent them happening again. We did not send any surveys to people living at Church View. However we spoke to peoples allocated workers and visiting professionals they told us, The care plans viewed contained detailed information about each persons physical, mental health, emotional and social and recreational needs. Risk assessments and risk management plans were included and reviewed monthly. There is good compliance with deprivation of liberty procedures under the mental capacity act 2005 and Independent mental capacity advocates were accessed when required. Provide a good person centered approach to individual service users. The manager told us that 5 out of 15 care staff had completed NVQ level 2 or above. 9 other care staff were working through the level 2 qualification. To ensure staff were appropriately trained to meet peoples needs. The manager told us she wanted to achieve 100 of care staff with NVQ qualifications. This demonstrates a commitment to developing and investing in the workforce. Notifications received told us that the home provides information to us about incidents that occur in the home. The Inspection Record confirms that they contact us if any incidents happen at the home. What are we going to do as a result of this annual service review? Annual Service Review Page 5 of 7 It is our statutory responsibility to inspect all care homes at least once every three years. The completion of this Annual Service Review has not changed our view of the quality rating. The feedback received indicated improvements to some quality outcomes for people. Therefore we are not planning to inspect this service before January 2011. However we will continue to monitor closely to ensure all outcomes for people are good and we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service Annual Service Review Page 6 of 7 Reader Information
