Eastbury House is situated close to the centre of Sherborne within easy level walking distance of the town. The home is registered to provide care and accommodation to a maximum of 19 people over the age of 65 and offers long and short-term places. Mrs Appleyard is the previously registered owner of the home and the responsible individual on behalf of the limited company, Eastbury House (Sherborne) Ltd. These areas retain many of the original features such as oak wood panelling, stonework and leaded lights. Accommodation for residents is arranged over the ground and first floor of the home. Due to the age of the building and extensions to the house made many years ago there are a number of internal stairs and steps and changes of level, therefore some parts of the accommodation cannot be easily accessed by people who experience severe mobility problems. Stair-lifts are fitted to the back staircases to provide access to bedrooms situated on the first floor. Nine bedrooms are situated on the ground floor: two bed-sitting rooms are in a building close to, but separate from the main house. In addition to personal care and support the services provided include all meals, laundering and housekeeping. The home has mature private gardens where residents can sit and relax in the warmer weather. There is a small parking area to the side of the house and a public car park is also situated a short walk from the home and close to the town centre. The home has a visiting hairdresser and chiropodist; there are additional charges for these services and also for private telephone lines and dry cleaning. Sundries such as personal luxury toiletries and newspapers are not included in the weekly fees. We looked at all the information that we have received, or asked for, since the last key inspection. This included the annual quality assurance assessment (AQAA) that was returned to us on 25th June 2009. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. The previous inspection undertaken on 12th August 2008 Notifications received. What has this told us about the service? The home sent us their annual quality assurance assessment that gave us all the information we asked for. In the completed AQAA, Stacey Ann Witt, the registered manager has identified what they feel they do well and gives no cause for concern about the service. The last key inspection made two requirements of the service, one that up to date information is provided to prospective residents to enable them to make an informed decision about moving to live at the home and one to the fire safety systems in place in the home. The completed AQAA provides evidence that the service has an up-to-date residents guide to Eastbury House, which is available in a range of different formats (braille, large print and audio) although progress with meeting the second requirement is not referred to in the AQAA. Since the last key inspection, Dorset Fire and Rescue Service have revisited Eastbury House and made the requirement under the Regulatory Reform (Fire Safety) Order 2005 that additional smoke detection is required at the top of the staircase that contains the chair lift. We are waiting for confirmation that this work is completed to the satisfaction of Dorset fire and Rescue Service. We have not received any concerns or complaints about the home. We have not received any comments from residents at Eastbury House nor from their relatives and carers. Notifications held on file relating to reported deaths and incidents have been well managed by the service (The Care Homes Regulations (CHR 2001) expect homes to inform the Commission about certain incidents or events in the home, these are called notifications under regulations 37 of the CHR and are a legal requirement) The data provided with the AQAA tells us about the level and dependencies of service users, the data also provides information about the staffing levels and competencies. 11 of the 15 permanent care staff employed have achieved NVQ level 2 or above in care. What are we going to do as a result of this annual service review?
