If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Fernlea is a care home registered to provide nursing care and accommodation for three adults with learning disabilities and four adults with learning and physical disabilities. The registration category also includes one person who is over 65 years of age. St Annes Community Services, a charitable organisation, operates the home. The home is located in a residential area close to the centre of Batley. There are shops, a post office and community facilities within 5 minutes drive of the home. The property is a brick built, detached bungalow which was purpose built for use as a

Internally, the home is separated into two discrete units, one providing care and accommodation to adults with severe learning disabilities (red side), and the other providing care and accommodation to adults with physical and learning disabilities (blue side). All the service users have complex needs. Information about the home is available from the home and from St. Annes main office. Fees on 16 September 2008 were 234.35 per bed. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and they know what further improvements they need to make. Information in the AQAA told us where improvements have been made to the service. This includes; - redecoration and refurbishment of some parts of the home including, new bathroom fitted, second bathroom redecorated and new flooring put down, new carpets laid and improved ceiling tracking fitted. - a leaflet about the home has been produced to give people more information about the service provided at Fernlea. - the service has registered with the Gold Standard Framework for Care Homes to improve standards of end of life care. - the number of safeguarding incidents have reduced significantly. - staff have received specialist training in order to meet individuals healthcare needs. Annual Service Review Page 4 of 7 - people living and working at the home have worked hard to improve the gardens and have won an award for the multisensory garden. - people have been supported to attend a social group, meeting up with other people who use St Annes community services. - steps have been taken to enable people to access aromatherapy services. - the importance of dignity in care has been highlighted within the team. - people have been supported to get the appropriate equipment in order to meet their physical needs. - security measures within the home have been reviewed and improvements made where necessary to maintain the health and safety of people living at the home. - staff have received training and guidance regarding Deprivation of Liberty Safeguards and work in this area continues. - the staff team has increased and there are now more nurses and the night cover has been increased to two waking night staff. - a computer system has now been installed in the home. - the use of agency staff has been reduced. The home now has access to more bank staff who are familiar with the home and the people living there. The AQAA outlines what the service does well. It states that Fernlea provides a nursing service for people with learning disabilities, complex health needs and behaviours which challenge the service. 24 hour care is provided with two waking night staff. A high level of personal care is provided in a respectful manner. The home provides a high standard of accommodation that is well equipped with aids and adaptations. The home is committed towards improving the service that is provided and has identified areas for improvement in the next 12 months. The AQAA gives information about staffing at the home. There are 14 staff on the team, nurses and carers, and all have completed the expected induction training. Only one of the seven care staff has achieved NVQ level II in care or above, although three are registered to complete the training . All staff receive regular training relevant to their role. The AQAA confirms that policies and procedures are in place for dealing with complaints and protecting people, and no complaints have been received at the home in the last 12 months. In the past 12 months one safeguarding (adult protection) referral has been made although this did not lead to an investigation . Information received by the commission indicates that appropriate action is taken to protect people living at the home. The home continues to let us know about things that have happened since the last key inspection and they have shown that they manage issues well. They work well with us and have shown us that their service continues to provide good outcomes for the

We are not going to change our inspection plan, and will do a key inspection by 15/9/10.
