Care Homes for Older People Page 3 of 9 What we found: This random inspection of the service took place on 30 June 2010. Before this inspection visit we looked at all of the information that we have receive since the last inspection of the service on 22 July 2009. The reason for this inspection was to check/monitor compliance of requirements identified at the last inspection in July 2009 and to see how good a job the home does in meeting the national minimum standards set by the Government for care homes. Numerous records were examined including care records of people living at the home, the complaints and adult protection procedure and staff records. People living the home, relatives and staff working there were also spoken to. Discussion also took place with the Manager and Office Administrator. Choice of home The Manager said that people who are to use the service are assessed before coming into the home. First they receive an assessment from a Social Worker or another health care professional. This assessment is sent to the home for the Manager to look at. Once this assessment has been reviewed the Manager or Deputy Manager then visit the person at home or in hospital to carry out a further assessment. These assessments are used to decide if the home can meet their needs. Evidence of assessments was available on care files looked at during the visit. Health and personal care The care files of three people that use the service were looked at during the visit. It was evident that the Manager and staff had worked very hard since the last inspection to improve the standard of care planning for people that use the service. The last inspection of the service in July 2010 highlighted the need for care plans to be developed to ensure that they were individual and specific to the person. Assessments looked at during this inspection contained good detail. Care plans provided guidance to staff about how to meet the needs of the person and included some evidence of personal choice. The Manager said that he was aware of the need to include more detail and make care plans more personal to ensure that all aspects of health, personal and social care is met. People spoken to during the visit were complimentary about life in the home and care received. Comments made included; I think that the staff are exceptional nothing is too much trouble, staff are here because they want to be The staff are really good and caring. They also have a sense of humour and they make you laugh Care Homes for Older People Page 4 of 9 This is a lovely place. Everyone is so caring. The Manager is very supportive and the food is great I am always made to feel welcome when I visit my mother in law. I am asked if I would like a drink. I often go and make a drink Complaints and protection The last inspection of the service highlighted that the complaints procedure needed to be updated to include contact details of funding authorities and that the adult protection procedure needed to be updated to include clear action for staff to take if abuse was suspected. Both procedures were looked at during this inspection and were seen to have been updated. People spoken to during the visit said that they would feel comfortable in approaching the Manager if they wanted to raise a concern. Comments made included; I find the Manager to be quite good. I needed to speak to him and he was available straight away The Manager is always polite you can speak to him about anything Environment The last inspection of the service highlighted that antibacterial hand gel dispensers had been fitted to a number of areas in the home. There were a number of antibacterial hand gel dispensers fitted to the main corridor area on the dementia unit. Following the inspection a requirement was made that a risk assessment be carried out to determine if it was safe for dispensers to be in the areas of people that use the service. The Manager said that the day after the inspection antibacterial hand gel dispensers were moved from corridor areas. He said that the antibacterial hand gel dispensers are now in the main entrance of the home and in the entrance to the dementia unit. All staff have been issued with antibacterial hand gel which they keep in their pocket to use at any time. Staffing The last inspection of the service highlighted that the homes recruitment procedure was not as robust as it should be. Employment history on staff application forms were incomplete. Dates of previous employment were not date specific to allow the exploration of any gaps. Criminal Record Bureau checks were not always carried out on staff before they started work. Three files of newly recruited staff were looked at during this visit. Care files contained an application form that included a full employment history of the person. Application forms were date specific and gaps in employment had been explored. Records were available on all three files to confirm that an ISA Adult First and Criminal Record Bureau check had been carried out on staff before they started work. Staff spoken to during the inspection spoke positively of the home, manager and training, comments made included; Care Homes for Older People Page 5 of 9 We have a good work force and a good Manager who always listens. We get lots of training I love it here. I want to come to work. You go home shattered after a twelve hour shift but you cant wait to come back again The home is well run.
