Highfield is a care home offering accommodation and personal care to 30 persons who are subject to a wide range of primary conditions and are experiencing difficulties associated with the aging process. The accommodation is purpose built over two floors that are joined by a passenger lift. The home is used for multiple functions such as long term and respite care and intermediate care. People living in the home all have single rooms and there is a good range of communal facilities available for people staying there on a long-term basis. The home is situated in the Sutton area of Hull and is near to some local facilities, it is approximately 5 miles from the city centre. It is built within large grounds with good car parking facilities. The Local Authority own and run the home with some assistance from the Primary Care Trust. Upon arrival people are given a service user guide explaining what the home will provide. The weekly fees range between £92.00 and £672.00, this information was provided by the registered provider during the inspection visit. Additional charges are made for hairdressing, toiletries and chiropody when private.

Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using this service. It also gave us some numerical information about the service. Surveys returned to us by people using this service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The care home sent us their annual quality assurance assessment (AQAA) when we asked for it. The AQAA gave us information on what the home does well and what they could do to improve the service it provides. It stated that Highfield has a quality assurance system in place that enables people using the service to have the opportunity to express their views. The results are collated, analysed and published in the newsletter. The home has a complaints procedure clearly stating that peoples views and opinions are valued and respected. Surveys received from people using the service confirmed that they knew how to complain if they needed to. The AQAA told us that equality and diversity is promoted, the Council is committed to promoting person centred planning and training. Training is offered in relation to diverse needs and this includes Mental Capacity Act, Deprivation of Liberty, values and attitudes. The AQAA also stated that beliefs are respected and people are enabled to follow their faith should they have one. Individuals are consulted on their religious and personal beliefs and this is identified in their care plan. We have a team who promotes social inclusion for all living at Highfield. Annual Service Review Page 4 of 7 The AQAA told us that all staff administering medication have had full and comprehensive training. Also that a risk assessment is undertaken with each person to ascertain whether they would be able to take their own medication. Safeguarding training is undertaken by staff, this is to ensure that staff are aware of their responsibilities and people receiving a service are protected from harm or abuse. The AQAA told us that the recruitment procedure is adhered to and staff do not start work until the appropriate checks have been received. Staff undertake mandatory training as organised by the Councils training section. The staffing levels are sufficient to meet the needs of the people living in the home. However, the AQAA highlighted that sometimes the staffing levels limit the amount of activities that can be undertaken with the people living there. The AQAA told us that the service user guide gives clear information on the quality of the service offered. It also confirmed that the home has retained its service excellence and heartbeat award for delivering a healthy, balanced diet and delivering an excellent level of care and support. The AQAA confirmed that the activities programme includes all of the people living in the home and those with more complex needs. The AQAA told us that the service, provides a good quality service that meets individuals care and diverse requirements in a warm, friendly, safe environment. Four surveys were received from people who use the service and overall their comments were very positive about the service offered. People told us, the home always makes sure my father is happy, well fed, well taken care of and occupied, in our opinion Highfield is one of the best run, clean and caring homes we have ever visited, home from home, cannot be faulted, it attends to all of my needs, it provides company and support. Six surveys were received from staff confirmed that the training and support offered is of a very good standard, training is excellent and the care given remains of good quality. Staff told us, very high standards of care, caring staff, the home is very supportive towards residents and relatives at all times, provides excellent quality of care, provides very good meals, the staff are highly trained and motivated, we are always looking at ways to improve our services and we encourage comments from clients, carers, family, other professionals. Surveys did identify that the home could do better in taking out people for trips or social activities. The home continues to let us know about things that have happened since the last key inspection and they have shown that they have managed issues extremely well. The home has had three complaints since the last visit. There have been two safeguarding referrals made to the local care management teams, these have been investigated and the outcome and recommendations shared with the home. The home deals with safeguarding issues and complaints in a way that ensures peoples safety is promoted. We looked at the information in the AQAA, returned surveys and notifications and it is our judgement that the home is still providing an excellent service and they know what further improvements they need to make. Annual Service Review Page 5 of 7 What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 8 July 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
