What the care home does well The people who use the service and their representatives were all very positive about the service received. The home`s decor, furnishings and fittings are all very pleasant. The home is small enough to ensure there is a pleasant, intimate and homely atmosphere. Food is viewed very positively by the people living in the home. Our last key inspection in May 2009 resulted in a number of statutory requirements. Very good progress has been made to address these issues: *All records regarding people using the service, and personnel are well kept and available for inspection. *Delivery of staff training has improved. There are still one or two gaps in training required by regulation, but generally this is in regard to staff who have commenced employment in the last few months. It may be useful for the registered persons to record training delivered on a chart to help them monitor its delivery. This will particularly help to ensure training is delivered, and subsequently refreshed as required.*A quality assurance policy is now in place. *There was a record to state the boiler and gas appliances have been serviced. However the cooker was replaced two years ago, and now should be included in the gas service contract. * Suitable management arrangements are now in place when the registered persons are away. *Keys for the medication cabinet are now kept securely. On the day of this inspection all people using the service seemed well cared for, said they were happy and had no complaints or raised no concerns. There was sufficient staff on duty. The home was well maintained and was clean. What the care home could do better: This inspection has not resulted in any new statutory requirements. Any previous issues which resulted in statutory requirements have now been addressed. However, the postal survey raised two concerns from two different people: * Activities arranged should be more stimulating. The home has an activities programme, but this may not suit everyone`s needs. The manager said she would look at the issue with the people using the service in a `residents meeting` and through one to one discussions with people in the home. * One person said they sometimes felt cold. Their representative raised this matter and also said at times there could be more staff around. We felt staffing is sufficient, but the registered persons should monitor these matters and make necessary changes according to the developing needs of the people in the home. The registered persons have however made very good progress to address any statutory requirements since the last Key Inspection. We are currently not issuing star ratings to services, however on the basis of this inspection, the evidence suggests to the inspector that we would have no hesitation in changing the current one star rating to a two star `Good` rating if this system was still part of our methodology. Holly bush is situated in a residential area on the outskirts of Newquay. The home is close to shops and in walking distance of the coast. Mr and Mrs Brazier are the registered providers. Ms J. Pritchard is the registered manager. The majority of bedrooms are situated on the ground floor. Five bedrooms are situated on the first floor and are accessed via the stairs or a stair lift. All bedrooms have en suite facilities. There are assisted bathroom / shower facilities for people with mobility problems. There is a large lounge / dining room, which provides shared space for people who use the service to relax in. The home has a conservatory and people who use the service can use the garden. There is car parking available for people who use the service, staff and visitors. The ground floor is wheelchair accessible. This unannounced random inspection was completed to: * Check compliance with the Care Homes Regulations 2001. The Commission is currently in the process of changing its methodology, and also all services are being re registered under the Health and Social Care Act 2008. Although normally we would have carried out a full key inspection, the commission has decided to postpone a full assessment of the service until after October 2010 once the service has been re registered. * Check requirements issued at the key inspection on 12th May 2009 have been complied with. The methodology to complete this inspection was as follows: * We spoke to some people using the service to ask them their views about the home, and observed care practice. * We spoke to the registered manager about care practice. * We inspected documentation. * We completed a postal survey regarding the views of people who use the service and the views of their representatives, of social and health care professionals and of staff who work at the service. The people we spoke to, and who answered our postal survey were all very happy with the service. People stated residents are treated as individuals, staff are very kind and professional, and there was a nice homely atmosphere in the home. These judgements were also apparent to the inspector .
