Linksway provides care and accommodation for up to 24 people over retirement age, who may have nursing needs. The home is a detached property with extensive grounds, in a residential area of Exmouth. There is a parking area outside the front entrance.Annual Service Review There is ramp access to the home, and a passenger lift between the two floors where the accommodation is provided. On the first floor, some rooms are accessed via a small flight of steps, which is part-covered with metal ramps for assisted wheelchair use. Eight of the eighteen bedrooms have en suite toilet and wash facilities; the others have a washbasin within the bedroom. Some bedrooms can be used for double occupancy if people wish to share a room. The home has bathing and shower facilities accessible to people with mobility difficulties. There is no dining room specifically, but some people eat their meals in the ground floor lounge at the entrance to the home. A large function room on the first floor is currently being used in part as an office. The second floor of the building is unoccupied and not used as part of the care home. Fees charged by this home are available direct from the home. Fees vary according to individuals` needs and the size of the room (including if one person wants sole use of a double room). Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. - Surveys returned to us by 9 people using the service, 5 of whom were assisted - by relatives or in one case, a staff member - to complete the survey. Four relatives of people living at the home also returned surveys. - Information we have about how the service has managed any complaints. The Commission has not received any complaints about the service in the last year. - What the service has told us about things that have happened in the service. These are called notifications, and are a legal requirement. - The previous key inspection. We have not made any other visits to the service in the last 12 months. - Any relevant information from other organisations, or what other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. It included examples of action the home has taken to meet the requests and wishes of people who live at the home, to improve the quality of their lives in a way that is very focused on the community living at the home. It also gave examples of how the home has supported different people to enjoy individual lifestyles or daily routines. And surveys completed by or on behalf of those living at the home reflected these actions, as described further below. We looked at the information in the AQAA. Our judgement is that the home is still providing a good service and that they know what further improvements they need to make. The people who returned surveys were positive about the home in their response to specific questions. A separate request about the heating was passed to the manager to be followed up. When people were asked generally What could the home could do better?, two people offered comments. Suggestions included that the home should have its own manager, as the current manager - who was also described as very capable...always available Annual Service Review Page 4 of 6 for advice, care and hands on...a friend to us all - helps to run 2 other homes. Also, that younger or new staff needed to more training to develop the thoughtfulness shown by the more mature staff. When asked What does the home do well?, more than one person described staff as cheerful, friendly and helpful. Two people commented that their visitors were always made welcome and were usually offered a drink, or a meal if they had come some distance. One person appreciated the cleanliness of the home. There was a comment from someone that they would like more staff, with the use of agency staff reducing continuity of care. However, the AQAA had indicated that, in the 3 months prior to completing the AQAA, relatively few shifts were covered by agency staff. Two people told us that staff spent time chatting with residents. The AQAA had included that the home has invested in staff and had also worked in other ways to improve peoples social lives in line with their individual expressed wishes and preferences. All but 1 of the 9 people living at the home who returned surveys said they knew how to make a formal complaint, when asked specifically about this; one added that this had not been necessary. All but 1 (- a different person to the aforementioned 1 person) clearly indicated that there was someone they could speak to informally, if they were not happy. The 4 relatives said the home had always responded appropriately if they or the person using the service had raised any concerns. These relatives were very satisfied with the care provided. Two reflected how the home has provided individuals with mealtimes or meals to suit their particular preferences or choices, with a third saying the food is excellent. One person commented Staff always ask (my relative) how she would like to spend her day - sitting outside, being taken out, or whether she wishes to visit the lounges or another resident. Another relative told us Linksway exceeded my expectations and it is very much a home. The staff are generally professional, thoughtful and kind-hearted. The word attentive was also used by 2 people to describe staff or the care provided. The home continues to let us know about things that have happened since our last key inspection, and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 8 December 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
