There are no permanent or long stay residents accommodated at the home. The home is located near to the centre of Selsey, West Sussex and the accommodation is on two floors served by a passenger lift. There is a courtyard garden, which is well maintained. Part of the premises is dedicated for the rehabilitation service and suitable kitchen facilities are provided. Residents are referred by health and social services and therefore are subject to a financial assessment to determine the fee payable by them. Rates therefore vary between £89.90 and £451.00 per week depending on the outcome of the financial assessment. Care Homes for Older People Page 3 of 8 What we found:
This inspection was a compliance visit undertaken by Liz Palmer and a pharmacy inspector. A compliance visit is where we look at whether or not the home has met the requirements made at the last key inspection. The registered manager was on duty and assisted with the inspection. She showed us a matrix which she has introduced since the last inspection to recorded when supervisions were planned for January, February and March. Five of the six night staff had no supervision planned on the matrix. Some supervisions for January had been crossed out in pencil, the manager stated these were staff who were off sick. We saw they had had their supervisions rescheduled for February. The manager was not able to tell us from the matrix whether all the scheduled supervisions had taken place or not. Another copy of the matrix was shown to us that had more had written notes on indicating who had actually had a supervision. One of the staff responsible for supervision was off work and the manager told us none of the supervisions scheduled by this staff member had taken place. All staff supervision files were looked at. Out of twenty eight files, we saw evidence that nine people had received supervision since the last inspection. Of the six night staff employed, three had records showing they had received supervision since the last inspection. One had supervision records showing their last one had been in May 2009, another showed August 2009 and another October 2009. Records for day care staff showed that three staff had received their last supervision in May 2009. This includes one casual relief member who the manager says has worked regularly since October 2009. We checked all Medicine Administration Record [MAR] charts for the residents in the home. We found that records were completed and accurate. We saw that when a dose was prescribed as a variable dose the actual amount given is recorded on the back of the MAR. We checked two MAR charts against the instructions on the medicine supply and found the instructions on the MAR chart to be accurate. We saw that all hand written MAR charts were checked by a second person. For medicines prescribed to be taken only when needed we found that information was entered on the MAR to indicate why it was given but the outcome was not recorded. There was no individual care plan on how staff would make the decision to give this medicine for consistency. This was a requirement from our previous inspection in December 2009. We checked the controlled drugs cupboard which was attached to the wall. The manager was asked to confirm that the correct fixings were used as required by the law. We were informed that this was not the case but will be actioned at the first opportunity when the maintenance man was next in the home. The manager agreed to let us know in writing within one week that this had been completed to ensure the controlled drugs storage
