What the care home does well Oakdene continues to provide a very comfortable and caring atmosphere in which to live. Activities arranged in the home meet the expectations of the residents living there. At the time of our visit a number of residents were participating in social and recreational activities taking place in the lounge and were clearly enjoying the afternoon. What the care home could do better: To ensure that staff have available all relevant information to direct their work, care records and risk assessments must be accurately recorded for each resident, describing their needs and circumstances. To reliably safeguard service users against risks of abuse in its various forms the home must ensure that any suspicion or allegation of abuse is promptly reported in accordance with established protocols, and that in accordance with Regulation 37 of the CareStandards Act we are notified of any event which adversely affects the well being or safety of any service user. Date of last inspection Brief description of the care home Oakdene is a purpose built care home registered to accommodate a maximum of 45 older people requiring nursing and personal care. The home is situated in a small village close to local amenities including a shop, post office and garden centre. Accommodation is provided in 44 rooms one of which is a shared room, 41 of the rooms have en-suite facilities. These are situated on the ground and first floor and two passenger lifts provide access between the floors. There are two communal

The ground floor houses the homes kitchen and office areas. A laundry is sited on the first floor. There is easy access to the attractive and well-maintained garden, which surrounds the home. Fees are charged weekly; the fee range quoted by the manager at the time of inspection was per person £525 and £675 for residential social care, and £600 and £825 for nursing care. This focussed inspection was undertaken in order to consider the ways in which the home managed a recent event which became the subject of a Safeguarding Investigation led by staff of the local Social Services office. During April 2009 an incident that took place between two residents was considered to constitute an abuse perpetrated by one upon the other. Later investigation indicated that there was a delay in referring the matter to Social Services and to us and it is possible this delay may have hampered the subsequent investigation which also involved the police. It was also noted that staff failed to write details of the incident in the care records of the two residents and that following the alleged incident during February 2009 related risk assessment was not recorded in respect of the suspected perpetrator. During the investigation it came to light that during February 2009 a different incident had been reported to staff, by another resident of the home who thereby constitutes another alleged victim. The registered manager of the home has explained that due to the nature of the allegation and the associated circumstances of the possible victim, the home considered the accuracy of the allegation unlikely and did not refer it to Social Services and did not notify us. These actions were contrary to established practice in the management of safeguarding vulnerable people; prompt referral of any allegation or suspicion must be made to Social Services and in accordance with Regulation 37 of the Care Standards Act we must be notified of any event which adversely affects the well being or safety of any service user. Following the first meeting of the Safeguarding Investigation the registered manager has reviewed the homes procedure relating to the safeguarding of vulnerable people, to ensure it provides clear instruction and guidance for staff, and has arranged for all staff to receive additional training on the subject.
