If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Pegasus Lodge is a home for six adults with special needs run by Real Life Options. There is a small and caring staff team who are experienced in providing care and support to this service user group. Pegasus Lodge is situated on the outskirts of the small town of Normanton which has a good range of shops and community facilities. There is also good access to Wakefield, Pontefract and Leeds through local transport services and the home has its own minibus. The home is built on two floors, set back from the road behind a small car park. The Annual Service Review Page 2 of 6 None 1 6 0 2 2 0 0 9 surrounding area is of other residential property. Each service user is provided with a single bedroom with two downstairs bedrooms being joined through a large, well-equipped bathroom, which both rooms share. There is a good sized and nicely kept rear garden, which is safely enclosed offering a pleasant area for sitting out. Service users are encouraged to access local community facilities, including attendance at college and Local Authority-run day services. On the 13th January 2010 the Divisional Manager said the fees ranged from £1034.47 to £1275.25 per week. We looked at the information sent to us by the service and in particular the Annual Quality Assurance Assessment (AQAA). We looked at the service history and the previous inspection visit reports. We also considered some Have your Say surveys returned to the Care Quality Commission by people living in the home and their relatives. The services were also discussed with the Divisional Manager and senior carer. What has this told us about the service? To make sure peoples care needs are fully met these are assessed and care plans developed to show staff how they are to be cared for and supported. People living in the home have profound learning and physical disabilities and problems with communicating. Because of this the records show the assessments and care plans are very detailed and contain a lot of information and in particular how people communicate. Records show staff receive specialist training in how to care for people who have learning disabilities. Records also show staff have training in intensive communication. To make sure peoples care and support needs are met the assessments and care plans are looked at regularly and amended if needed to reflect peoples changing care and support needs. Records show peoples relatives are fully involved and have a say in how people are cared for. Records also show that people have the support of local General Practitioners, hospital based Consultants and Community Learning Disability Team Nurses and Specialist Social Workers. People are protected by the way staff are recruited and selected as references, police and POVA (Protection of Vulnerable Adults list) are taken up before they are employed. People are protected from any kind of abuse as there is a Safeguarding Policy and Procedure for staff to follow that includes Local Authority Protocols. To further protect people the staff training records also show they have Safeguarding training. The records show the home has had to make one Safeguarding Referral in 2009, however, this was appropriately dealt with. Peoples needs are met by trained and qualified staff as records show nearly all staff have a National Vocational Qualification. Peoples health and safety is promoted and protected as records show staff have Health and Safety, Moving and Handling, Infection Control, First Aid and Food Hygiene training. People are also protected by the way medicines are dealt with as records show these are checked regularly and staff giving medicines are trained to do so safely. There is also a Medicine Administration Policy and Procedure for staff to follow. To make sure peoples rights are upheld the records show staff have had training in the Mental Capacity Act and Deprivation of Liberty Assessments. Indeed the records show the service providers have developed a Scoping Document to assess any restrictions placed on people living in the home. The minutes of the residents and relative and staff meetings show people have the opportunity to comment on the running of the home and quality of the services provided. Records show peoples views and those of their relatives are also sought through satisfaction surveys. The returned CQC surveys show people and their relatives are happy with the care and support provided. People feel they are treated Annual Service Review Page 4 of 6 with dignity and their wishes are respected. People say they are also happy with the staff and the care and support they provide. There is evidence that people go on holidays and outings of their choosing. However, one relative did express disappointment at staff not being able to take their relative to the Retts Syndrome Association Annual Weekend in 2009. Records show the service continues to have a good relationship with the Care Quality Commission and reports any incidents that involve people living in the home. To improve the environment for people living in the home the Annual Quality Assurance Assessment shows that a number of bedrooms have been decorated and new carpets provided. The Assessment also shows discussions are currently taking place between the manager , relatives and service providers about the continued suitability of the premises. People living in the home have done so for a number of years and consider it to be theirs. What are we going to do as a result of this annual service review? This Annual Service Review Confirms the homes Three Star Rating which means people living in the home continue to experience excellent quality outcomes. The Care Quality Commission does not anticipate visiting this service, however, we can visit at anytime if there is a reason to do so.
