It is situated in the Pilton area of Barnstaple. Barnstaple Old Peoples Association (BOPA) is the registered provider and a Committee play a regular and active part in the running of the home. The home is registered to provide care for up to 27 people in the categories of old age (OP), Mental Disorder - over 65 years of age (MD, E) and Dementia - over 65 years of age (DE, E). The home is situated in large, attractive grounds in a residential area and is close to the local facilities, amenities and services
Annual Service Review Page 2 of 7 of both Pilton and the centre of Barnstaple town. It has an extensive parking area. Bedrooms are mainly en-suite, of varying sizes and are situated on two floors. Residents can access all areas of the building by a lift or staircases. There are a variety of communal areas in the building, which include a welcoming reception area, large sitting room, dining room, quiet lounge and a small library. Current information about the service, including the CSCI inspection reports, are available from the manager. The cost of care ranges from #320-#410 per week at the time of inspection. Chiropody, hairdressing, personal toiletry items and newspapers/magazines are additional costs which are not included in the fees. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection which took place on 22 May 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and very detailed and gave us all the information we asked for. Surveys were returned to us from 7 people living at the home, 7 staff and 3 health care professionals. The home has high occupancy levels and a waiting list is held. During the year 7 new residents were admitted to the home. Surveys from people living at the home tell us that everyone receives sufficient information about the home prior to making a decision to move in. One person said this is the only place I wanted to come to. Everyone said they had received a contract. Everyone said they receive the care support and medical they need at the home. A new assessment process has been introduced which is implemented on admission. Everyone has a care plan which is regularly reviewed. Staff tell us that they are provided with up to date information about the people they care for. Although some part time staff say Annual Service Review Page 4 of 7 that on occasion they do not always get full information. Health care professionals tell us that the health care needs appear to be met most appropriately, providing a high standard of care. Activities are arranged at the home and resident are encouraged to participate where they have capacity to do so. A designated carer takes lead responsibility for organising a programme of activity. Residents and family members tell us that food is enjoyed and the menu varied with choices. Residents are encouraged to make suggestion for the menu. Everyone said that the home is always fresh and clean. There is a robust complaints procedure in place and feedback is encouraged. Everyone responding to a survey said they knew who to talk to if they had any concern or complaint. One complaint was received and resolved within the procedures timescale during the year. There was one safeguarding referral and investigation. People living at the home tell us that the staff listen and act on what is said and that they are available when needed. Several of the staff expressed their concern about staff shortages. Some staff think that this has caused more stress for remaining staff and that sometimes some residents miss out on things like baths and one to one time. 22 permanent care staff are employed at the home. 13 have achieved an NVQ level 2 or above in care. All the staff who returned surveys confirmed they had received induction training and that they received on going training. Policies and procedures in operation at the home all regularly reviewed. There are still some areas where policies have not yet been developed. A number of improvements have been made to environment during the year including: a new carpet in the front hall of , continued programme of redecoration, redecoration of the rear staircase and corridor. A window in the lounge has been replaced and extensive improvement on the heating system to the annex. The new manager appointed in October 2008 is said by residents and staff to be very supportive and approachable . Other professionals say that the manager is enthusiastic and motivated to ensure high standards The home continues to provide a high standard of care and there is no evidence to indicate that outcomes for people who use the service have changed since the last inspection of the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 21 May, 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
