If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Southlands Court is a care home providing accommodation and personal care for up to 25 male and female older people, some of whom may have dementia. The home is situated on the outskirts of Bridgerule, North Devon. The building is a converted farmhouse on 2 floors. The majority of the private and communal living accommodation is sited on the ground floor. A stair lift gives access to the 1st floor. All
Annual Service Review Page 2 of 6 2 7 1 1 2 0 0 8 bedrooms are single and have en-suite facilities. The grounds, including a large pond in a centre courtyard area, are well maintained. The home backs on to farmland and has glorious open views of the surrounding countryside. The owners of the home live a short distance from the home and visit the home frequently. Copies of previous inspections are available in the home and are kept on display in the entrance foyer of the home. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection.This included: The annual quality assurance assessment (AQAA) that was sent to us by the serviced. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 14 surveys returned to us by people using the service and from other people with an interest in the service. 7 surveys returned to us by staff that work at Southlands Court. 3 surveys returned to us by professionals involved with the home. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection, which was on 27th November 2008. The overall quality rating awarded was GOOD. Other information from health and social care professionals. Relevant information from other organisations What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us the information we asked for. Supporting evidence in the document was brief and we had to ask for more information as reported in the last key inspection report. In the AQAA they have shown that they have improved areas that were highlighted at the last inspection, including using the quality assurance checks to identify where this is needed such as the continuing maintenance programme and recording systems. 3 healthcare professionals tell us in a survey that Southlands Court is a well run home and that appropriate referrals are made ensuring that people receive good healthcare. Their comments tell us that what the service does best is provide holistic care to all the residents and are offering a good service and treat clients very well and ...are really friendly and have time for clients and their family. We received 14 survey responses from people living in the home, most had been assisted to do this by the staff and the provider of Southlands Court. In order to promote independance for people advocates should be made available to provide impartial assistance with this in future. The surveys tell us that people are very content living there. They refer to Southlands Court is as being a good place. Staff, they tell Annual Service Review Page 4 of 6 us are always or usually available when required. The majority of people [11] tell us that staff always and usually listen and act on their wishes. For example, one person commented they try very hard to meet your needs. I feel I can talk to the staff. Peoples views about activities were mixed about the range of activities available. with some people between being always and sometimes. 4 people felt that activities that interested them were sometimes available. Peoples comments highlighted that activities on offer might not always be centred on their needs. They suggested areas that might be improved such as they could provide us with little jobs...to stop us getting bored and encourage people to communicate together more and I would like more freedom to do the things I enjoy like walking. The AQAA shows us that there is a stable staff team that look after people living in the home. All people at the home, and/or their relatives were aware of how to make a complaint and who to speak to if they were unhappy with the service. 100 percent of staff in surveys tell us that Southlands Court is a friendly place to work. 75 percent of staff highlight that improvements might be made with regard to how peoples needs are communicated by rating this as sometimes met. For example one person has commented we are often told they are self caring, this is almost never the case and the assessment should be more thorough. 2 out of 4 staff tell us that there are sometimes enough staff to meet the diverse needs of people living in the home. Respondents verified their rating by telling us that absences are covered within the team. At least 1 member of staff felt pressured to work when they may not be fit to do so. The majority of people [9] living in the home tell us in the survey that there is always staff available to them. Similarly, 3 healthcare professionals in a survey verified that there always and usually enough staff with the right skills and experience to care for people living in the home. The Commission received information about an individual living at Southlands Court, which alledged that care practices were inappropriate and did not protect the person. We made a safeguarding referral that was not accepted by Devon County Council. Devon County Council told us that an appropriate referral had been made under Deprivation of Liberty Safeguards by the provider. A best interests assessment had taken place by independent advocates. Recommendations were made to the provider and the Commission has been sent information, which demonstrated that these recommendations are being followed. The home continues to let us know about things that have happened since the last inspection. They work well with us and they have shown us that the service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We will review this service before 27th November 2010 and decide whether to do a key inspection. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
