Sutherland Court is registered to provide accommodation for seven adults with a learning disability. St Anne`s Community Services, a charitable organisation, manages the home. The home is in the Lightcliffe area of Halifax, it is on a bus route and close to shops and other local amenities. Accommodation is provided in two large adjoining bungalows. There is internal access to all parts of the house but, as the facilities are replicated in both parts of the house, the two sides tend to function as separate units. All of the bedrooms are single and each has a wash hand basin. Toilet and bathing facilities are near to the bedrooms and the lounges. The house is surrounded by a well-kept, enclosed garden.

Care Homes for Adults (18-65 years) Page 3 of 9 What we found: This is the report of a random unannounced inspection that took place on 15 June 2010. During this time we talked to the Registered manager about the service and we looked at a sample of records. We looked at the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What this told us about the service: The service sent us their AQAA when we asked for it, it was clear and gave us the information we asked for. The last key inspection took place in 2007. Since then we have carried out a series of Annual Service Reviews. A detailed assessment is carried out to make sure that peoples needs can be met before they move in. In the AQAA the manager said All prospective clients and families are fully involved in the assessment process and wherever possible we can tailor elements of the service to meet particular individuals needs. Comprehensive person centred plans are in place for all individuals that give details about their health, social and personal care needs. The AQAA told us Each client has at least one key worker who they have a good rapport with. These people act as advocates within the service and outside. Each client has a yearly person centred plan that is reviewed six monthly and a support plan that details what they like to happen. Everyone living at Sutherland Court is involved in a range of activities in the local community. In the AQAA the manager said Each client has dedicated leisure time each week, either in or out of the house. At other times clients have the opportunity to join in collective activities and outings. We identify specific goals to incorporate community participation and presence and these are actioned. We use local amenities, eg barber, shops. We support clients to attend theatres, cinema, concerts and other events at weekends and evenings. We are active in supporting clients to maintain links with family and friends and develop new relationships where possible. We organise get-togethers on a regular basis for clients and friends and families. Care Homes for Adults (18-65 years) Page 4 of 9 The home has good links with local health care services to ensure that individuals needs are met. Each person has an OK health check and an action plan that is reviewed regularly to make sure their healthcare needs are being met. Everyone has a health diary that is completed after every visit to health professionals. People live in a comfortable, homely environment that has been adapted where necessary to meet peoples individual needs. The lounges and some of the bedrooms have been decorated fairly recently. We saw one of the rooms that had just been re-painted. Some of the furniture needs replacing. We were told there are plans to buy new sofas for the lounge and to replace the kitchen tables and chairs. In the surveys we received from staff, most people commented on the need for new furniture and redecoration. Thorough checks are always carried on new staff before they start work to make sure that they are suitable. References are always taken up and checks are made with the Criminal Records Bureau and Protection of Vulnerable Adults register. The organisation has a whistle blowing policy in place and staff are encouraged to report any poor practice they witness. The AQAA confirms that policies and procedures are in place for dealing with complaints and protecting people. The service is good at making sure people are safe and protected, appropriate referrals are made to the Safeguarding Team in Calderdale and we are always notified when this occurs. The service is well managed and is run in the best interests of the people that use it. The staff continue to let us know about things that have happened since the last inspection and they have shown that they manage issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it.
