If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service 30, Talbot Street provides care and support for up to 8 young adults with a learning disability. The home provides 24-hour support to the students resident. The students attend Arden College, which is an independent specialist Further Education College for students aged 16 to 25 years with learning disabilities and/or behavioural, social or emotional difficulties. Placements are mainly provided for 38 weeks (term time), however 52 week placements can be arranged. These are agreed with the placing authorities and the company. The home is managed by Speciality Care (Rest Homes) LTD and is part of the Arden College network. The responsible person is Julian Spurling. The service does not currently have a manager who is Registered with the Care Quality Commission. Annual Service Review Page 2 of 6 0 6 0 1 2 0 0 9 30 Talbot Street is a large semi-detached property, which is situated close to the town centre of Southport. The home is a converted house, which has been divided into 8 units of accommodation on three levels. There is a rear-grassed garden, which the students can use in the summer months. The home provides two communal lounges, a large dining area and kitchen. The front has a paved parking area. An office is available for staff on the first floor. Fees at the time of the last inspection ranged from £36,249.00 pounds to £68,829.00 pounds per 38-week placement. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: 1) The annual quality assurance assessment (AQAA) that was completed by the Extended Curriculum Manager. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 2) Surveys returned to us by people using the service and from other people with an interest in the service. 3) Information we have about how the service has managed any complaints. 4) What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. 5) The previous key inspection report and the results of any other visits that we have made to the service in the last 12 months. 6) Relevant information from other organisations. 7) What other people have told us about the service. Together the above information gave us a picture of how the home has operated over the past 12 months and enabled us to write this review. What has this told us about the service? The Annual Quality Assurance Assessment (AQAA) for 30 Talbot Street was completed by the Extended Curriculum Manager as the service does not have a Registered Manager. This is a regulatory requirement and must be addressed. The AQAA was returned within the agreed timescales (which were extended due to exceptional circumstances). The AQAA detailed that the home has not been occupied since July 2009 as a place of residence by students from Arden College. Written notification of the same was received from the Principal of the college during September 2009. The self-assessment section of the AQAA was written on the basis of how the service has previously operated when providing residential care to students. Overall the AQAA was completed to a satisfactory standard and contained supporting evidence to illustrate what the service does well, improvements in the last 12 months and how it is planning to improve. Examples of some of the changes implemented in the last 12 months include: the formation of a new assessment panel combining both college and residential staff; implementation of new assessment documents; increased use of symbols in the home and whilst supporting students in the community; the Annual Service Review Page 4 of 6 development of policies, procedures and questionnaires in accessible formats; extension of the range of activities provided in consultation with students; promotion of a healthy lifestyle via diet and activities; introduction of a new reporting system for incidents and ongoing training for staff. The dataset section of the AQAA confirmed that equipment in 30 Talbot Street had been periodically inspected / serviced whilst used as a residential care home. It was noted that the required periodic servicing / certification dates for Portable Appliance Testing; Fire Detection and Alarm; Fire Fighting Equipment; Heating System and Gas Appliances had expired. It is therefore imperative that this equipment is serviced / tested, before accommodating students, should the service decide to provide residential care in 30, Talbot Street again. It was noted that some sections of the dataset had not been completed. For example, information on Control of Substances Hazardous to Health; Drugs and Medication; Infection Control and Nutritional Screening and Recruitment Checks had not been completed. This issue has been raised with one of the managers of the service. The dataset section of the AQAA also provided some statistical information on 30, Talbot Street and confirmed that the service had received no complaints in the last 12 months. It was noted that one safeguarding referral and investigation had been undertaken in the past year. The Care Quality Commission has received no concerns, complaints or allegations about the service in this period. No survey forms were received by the Care Quality Commission from service users, their representatives or staff as part of the annual service review process as the service is currently closed. No additional visits to the service have been undertaken by the Care Quality Commission in the last 12 months. Our last key or main inspection of 30 Talbot Street was in January 2009. At that time the service was judged to be providing a good overall service. We have looked at the information contained within the AQAA and received via other sources. Overall, we are satisfied that the service, although not operating as a care home, is aware of what further improvements should be taken to ensure the ongoing development of 30 Talbot Street. Likewise there is evidence that service has and will continue to provide a good level of support for people who may use the care home in the future. What are we going to do as a result of this annual service review? The Care Quality Commission will continue to monitor information about 30 Talbot Street and will undertake an inspection when required.
