What did we do for this annual service review? We looked at the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 7 surveys returned to us by people using the service and from other people with an interest in the service. 4 surveys from health and social care professionals. Information we have received about how the service has managed any complaints or safeguarding referrals. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The last key inspection report dated 26th January 2009. The overall quality rating was GOOD. What has this told us about the service? We were notified that there had been a change of manager in 2009. The Commission has received and is processing an application to register the manager. The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was detailed, clearly written and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make and are planning to carry these out. For example, the provider tells us that they have ensured that medicines that require cool storage are stored at the right temperature and purchased a separate refrigerator that can be locked for this purpose. This has reduced the risk of peoples food being contaminated by medication and has improved the security arrangements. The provider tells us that they arranged for a nutrition expert to provide training about assessment of peoples nutritional needs. Additionally, catering staff are doing NVQs, which is very good practice and will ensure individual needs are understood and met. 7 people living at the home responded to surveys. People are very content at Tanglewood and this is reflected in comments like I have no complaints about the home. Everything is done very well and Tanglewood is a very comfortable home from home. These also tell us that the people are always treated well by the staff and their views are listened to. Staff are described as being excellent carers and the Annual Service Review Page 4 of 6 atmosphere is warm. 4 health and social care professionals responded in a survey. Their comments tell us that Tanglewood is a very well run home. For example, the team contact district nursing services appropriately, maintain a careful watch on clients...and monitor their dignity and independence. Staff are described as caring and know people well enough to recognise if there is any change in their needs that is then reported to the appropriate professionals. And I never have any concerns if I place someone there, Tanglewood staff behave much like a family would The provider has put into place an extensive refurbishment programme to improve the living environment for those who reside at the home. For example, bedrooms have been decorated and new carpet fitted and the central heating system has been upgraded. People also tell us in surveys that the home is always fresh and clean and well maintained. A range of activities is available. Information the provider sent us tells us that they have listened to people that live in the home and are trying to encourage people to participate in a range of activities that their friends and families are being invited to. Staff are well supervised and have a good induction and appropriate training ensuring that those who live at the home receive support from a competent staff group. Information sent to the Commission by the provider tells us that 75 percent of staff have or are working towards the NVQ in care. The Commission has received no concerns or complaints in the last 12 months. However, the provider in the AQAA tells us that they have investigated 2 complaints, one of which was resolved. The provider dealt with a safeguarding issue in the last 12 months. This was handled effectively and the provider made an alert promptly to Devon Social Services. Therefore this demonstrates that the staff understand safeguarding procedures, which is ensuring that people are protected in the home. The home continues to let us know about things that have happened since the last inspection. They work well with us. Our overall view, is that people that live at Tanglewood continue to receive a good service. What are we going to do as a result of this annual service review? We will continue to review this service. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
