If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The Cedars is a converted and extended detached premises close to the centre of Shaftesbury providing accommodation for 26 residents. The home is registered to provide nursing and social care to older people, including those with dementia type illnesses. Annual Service Review Page 2 of 7 The Cedars is owned by the Community Health Association of Shaftesbury; a charitable company limited by guarantee. Ownership of the home is represented by a Board of Trustees. Laundering of clothing and household linen is carried out at the home and arrangements can be made for chiropodists, opticians and other health and social care professionals to visit individual residents. The home has a fully enclosed courtyard style garden, an open garden to one side and car parking at the front of the home. The home is located in the centre of Shaftesbury, close to shops and other amenities including bus services. The current fees range from £524 to £742 per person per week. We looked at all the information that we have received, or asked for, since the last key inspection which took place on 22 October 2007 and the Annual Service Report completed 22 October 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and detailed and gave us all the information we asked for. We also received 6 completed surveys from people living at the home. Most people had been assisted by a relative in completing the forms. The surveys tell us that residents and their relatives are very satisfied with the care received. One person noted, the informality of the relations between staff and residents creates a very good feeling - like an enlarged family, another commented that there is a very friendly atmosphere with an open door policy to management. One of our survey respondents tell us that, the love overcomes all hiccups one encounters from day to day. The AQAA reports that use of care plans is improving and providing a valuable aid for getting to know residents better. Care plans have been brought into line with the Mental Capacity Act and Deprivation of Liberty. Residents who responded to our survey tell us that they always receive the medical Annual Service Review Page 4 of 7 care and support needed. Although a private Occupational Therapist is still not affordable the home is accessing OT and reablement services through the local hospital. We received 8 completed surveys from staff working at the home. These tell us that staff are always provided with up to date information about the needs of the people they support and care for. Staff say that the home is well organised and provides, a complete care service. Residents report that there are always staff available when needed who listen and act on what is said. Staff say that communication is good within the team and that everyone works well together, bringing good changes and a peaceful environment. Staff are provided with all the equipment they require and the management are reported to purchase anything to help ease the work load. Staff are encouraged to spend time informally with residents. The home aims to operate at full occupancy. During the last year 8 new admissions were made to the home. We received 2 completed surveys from health care professionals. These tell us that the homes assessment arrangements ensure that accurate information is gathered and that the right service is planned for individuals. Professionals say that residents social and health care needs are properly monitored and reviewed and that the home seek advice on individuals care needs. A full activities programme is provided and residents say there is always something on offer to join in with. In the last year more group activities have been provided for residents with dementia. There is now greater access to garden area which is now Wheelchair Friendly. Local schools are involved in music evenings, carol singing and Nativity Plays at Christmas time. Hand massage is available. Male residents are given attention to their preferences for football and sport on TV, with a channel provided. Residents also access local establishments for meals/drinks in evening/afternoon. The home aims toward greater inclusion in local community activities. No complaints were received during the year and no safeguarding referrals made. Everyone responding to our survey said they know who to talk to if they have a concern or wish to make a complaint. 21 full time staff are employed at the home and 6 part time staff. There are 20 permanent members of care staff of whom 18 have achieved an NVQ level 2 or above in care. 12 staff have left their employment at the home in the last twelve months. Agency staff are not used at the home. New staff are provided with an indepth induction programme and on-going relevant training is provided for continuity of care. 82 of staff have NVQ level 2 & 3, trained nursing staff have access to clinical training. There is a strong commitment to staff training and this was confirmed in staff surveys. 19 staff have completed training in the prevention and control of infection. The manager provides ongoing support to staff and meets with most of them regularly to discuss working practice. The manager is reported in surveys to always be Annual Service Review Page 5 of 7 available. Although some staff say they would like more regular appraisals to identify how they are doing and any areas of improvement required. All policies and procedures in operation at the home were reviewed during 2009. The home continues to benefit from the continuity and experience of the Registered Manager who has worked with older people for over 14 years. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. There is no evidence to indicate that outcomes for people who use the service have changed since the last inspection of the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 22 October, 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
