What the care home does well Wentworth View provides a homely safe environment for people. Activities were varied and appropriate for people. People told us they enjoyed the activities. What the care home could do better: The acting manager and staff have worked hard over the last few months to meet all the requirements from the previous inspection in September 2009. The acting manager needs to continue to implement the improvements identified, which will ensure the service continues to improve outcomes for people living at Wentworth View. The home is registered for four people. The home is situated in a large village close to Rotherham. There are local facilities including shops and churches. Care Homes for Adults (18-65 years) Page 2 of 8 Brief description of the care home It is a detached house with a comfortable and homely feel; there is a kitchen dining room, a large lounge and a conservatory. Four single bedrooms two with en-suite facilities and a communal bathroom. The garden is small but well maintained and meets peoples needs. The fees at Wentworth View at the time of this report September 2009 range from £1698.44 - £1727.50 per week. Additional charges are made for chiropody, hairdressing some activities and outings. The home has a copy of the latest inspection report, the Statement of Purpose and Service Users Guide. These were available. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This unannounced random visit was carried out as part of our inspection programme. Random means we will look at specific areas, this visit we looked at the outstanding requirements and recommendations from the previous inspection. The service had its last key inspection in September 2009 and achieved a one star adequate rating, which means the outcomes for people living at Wentworth View were adequate. The quality rating will only change following a key inspection. Therefore the rating for this service will stay the same following this random inspection. This site visit was carried out on 12 May 2010 commencing at 12:30 and finished at 16:00. During the visit we talked to two members of staff, two people living at Wentworth View and the acting manager. We also looked at relevant paperwork. We looked at two peoples plans of care. The assessment of needs had been completed, however this lacked detail and did not clearly explain peoples needs. When we discussed this with the acting manager, she told us the people had a full review by the placing authority in April 2010. These reviews were filed in the office, they were comprehensive and showed peoples changing needs. These should be kept in the plans of care for staff to be able to access, this will ensure peoples needs are met. When we looked at one plan in detail, the persons needs had been identified and measures in place for staff to follow to meet their needs. Risk assessments were also in place to ensure people were able to take risks as part of an independent lifestyle. However these were all recorded on different formats and not easy to locate in the plans. Following discussions with the acting manager, she told us that one format would be chosen and used. This would ensure staff could easily locate information in the plan to meet peoples needs. The acting manager told us she was looking at developing the activities further. She was currently identifying new activities and needed to determine from the people living at Wentworth View, what they would enjoy. The staff were also taking pictures of activities to help people choose what they would like to do. We looked at staffing numbers and training during the visit. Support staff had been recruited and the acting manager told us she was currently recruiting more staff, to ensure peoples needs were met. The staffing rota showed two members of staff were on duty from 8am until 10pm each day. One waking night was on duty from 10pm until 8am. The acting manager told us an on call system was also in place for nights. If any problems were identified and more staff were required to meet peoples needs, the person on call would be asked to come into work. The acting manager told us she tried to get one office day a week to ensure management duties were completed. Staff we spoke to told us that there was always adequate staff on duty, if they were short they would cover shifts. This ensured there was always the correct number of staff on duty. They told us that the home had improved over the last few months, better communication and management. Care Homes for Adults (18-65 years) Page 4 of 8 Staff training was much improved, most staff had completed the mandatory training to ensure peoples needs could be met. The staff still to attend training had places allocated on courses. The acting manager showed us confirmation that training was booked for those remaining staff. The acting manager told us, there had been no adult safeguarding referrals over the last year. The acting manager told us all staff had received training in adult safeguarding and all staff know how to report an alleged incident to safeguard people. Staff we spoke to were all aware of the safeguarding procedures and what to do if an alleged incident occurred. This ensured people were in safe hands at all times. The acting manager told us she was aware of the need to look at the Mental Capacity Act (MCA)and Deprivation of Liberty safeguards (DOLs) in regard to the people living at Wentworth View. This was to determine people were not deprived. This will ensure peoples needs are met. We received 2 completed surveys from peoples relatives. The comments were mostly positive. Some comments were; The care is very good. The activities are very good. The only negative comments were regarding staff turn over. This had been high over the last year with change in managers, staff had left. However over the last four months the staffing team had been stable. Which has been much better for the people living at Wentworth View. Since the visit the acting manger has been appointed manager and has commenced her application to become registered with The Care Quality Commission. We also looked at staff recruitment, The files were well organised and easy to locate information. We looked at one staff file in detail, all the required documentation was available. Two references, a Criminal Record Bureau check, an application form and any gaps in employment looked at. This ensured the recruitment process was robust and protected people. Feedback was given to the acting manager during and at the end of our visit. It would be easier to find information if one format was used.
