We give a quality rating following a full review of the service. It is registered to provide nursing and residential care for up to 30 older persons. The home offers single and double room accommodation, with communal sitting/dining areas. Bathrooms are located throughout the home, some of which have aids to support people during personal care. West House is situated in Chester-le street, a town near to Durham and Newcastle. What did we do for this annual service review? We looked at all the information that we have received about West House care home since the last inspection on 26th November 2008 . This information included the homes Annual Quality Assurance Assessment (AQAA). This is a self-assessment document that focuses on how well outcomes are being met for people using the service. It was completed by the manager of the home. We also asked people who use the service to complete surveys for us. These surveys tell us what it is like for people using this service. We also looked at other information we have about the service. The home has told us about any events that have happened. These are called notifications and it is important that the home keeps us up-to-date on anything that affects the well being of people using the service. West House is good at keeping us informed of these events. We also look at the previous key inspection and any changes to the service since then. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was clear and gave us most of the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service. It included evidence of how the home has improved since the last key inspection. The manager indicated on the AQQA or told us over the telephone that the following improvements have been made since the last inspection. The brochure has been revised and is now more detailed. Care plans are now comprehensive and cover all of the assessed needs of the people who live at West House. A large flat screen television has been purchased, resulting in more people being able to watch it. All complaints are now appropriately recorded. The home has received one complaint since the last inspection. This was dealt with by the home. CQC have not received any complaints with regard to this home. There has been an upgrade in some of the soft furnishings and a replacement of furniture in four of the bedrooms. The bathroom floor has been repaired, which was a requirement in the last inspection report. The manager said that the refurbishment is to continue until the home is decorated and furnished to a high standard. When a new member of staff is employed, all gaps in employment are explored and the reason is recorded. Training for staff continues to improve. The manager has completed a course Tackling Healthcare Infections. This has resulted in the purchase of a steam cleaning machine, a carpet cleaning machine and a new bed pan disinfector. The manager also told us that most of the staff are qualified to a minimum of NVQ Level 2 in Care. Staff have been trained with regard to Safeguarding Adults and all of the mandatory training is up to date. The quality assurance system has been reviewed. The manager said that although this has improved, there are areas which could be better and the manager has plans in place to address this. From the surveys returned, people living in the home tell us that they are happy living here. They said that like the food and that the home is always clean and fresh. They also said that they get the support and help that they need, staff act upon what they say and that they would know how to make a complaint if they were unhappy. Comments Annual Service Review Page 3 of 5 received include, They help us feel welcome and part of the family providing a good standard of care. Staff always pleasant and cheerful also very caring. When asked what the home could do better one person said, Provide more daily activities. Social and health care professionals who returned surveys were also very complimentary about the home. One said, West house provides excellent quality care to all the residents. Staff and management are second to none with high standards of care. Another said, During the time I have visited I have not witnessed any area of care that requires significant improvement. Comments in staff surveys indicated that they always aim to deliver a high standard of care and that they feel appropriately trained and supported to meet the needs of the people who live in the home. The home continues to let us know about things that have happened since our last key inspection and they have shown that they continue to improve the service for the people who live here. In this way they have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 25th November 2011.
