Westlands is a large detached house in a quiet residential area, a little over half a mile from Teignmouth town centre. Accommodation is arranged over three levels with access provided by a shaft lift. Most of the 19 bedrooms have en suite facilities, and there are good views from some windows. There is a large, accessible sun terrace, a garden and a car parking area. The home provides 24-hour care and support to people aged sixty-five and over. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received and requested since the last key inspection. This included: Whether the Annual Quality Assurance Assessment (AQAA) sent out by us, was completed and returned to CQC in a timely manner. The AQAA is a self-assessment document that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service; Surveys returned to us by people using the service and from people with an interest in the service; Regulation 37 notifications informing us of significant events in the home that have been received throughout the year; Reviewing the previous key inspection report of the visit made on 09 January 2008; Reviewing the previous Annual Service Review completed on 30 December 2008. We also took account of what other people have told us about the service and any relevant information received from other organisations was considered. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was generally well completed and provided us with most of the information that we asked for. However, the section on policies and procedures was not fully completed. The AQAA shows that Westlands is still providing a good service and that they know of any improvements to be made. The AQAA stated that several improvements had been made over the previous year and these included, adapting menus to include a soft meal option each day, increasing the number of day trips available, reviewing the Statement of Purpose to ensure it remains current, introducing a new care plan format and all staff have received a new legally drafted contract. The AQAA also identified plans for improvement including, reviewing the contracts of people living at the home to have them professionally written, to implement individual health action plans, to introduce a professionally written staff handbook and to introduce a formal record of maintenance and complete a structured plan for future maintenance work. The AQAA shows that 1 complaint was received by the service and that this was investigated and upheld. Annual Service Review Page 4 of 6 We received completed surveys from 5 staff and 7 people living at the home. Comments received from staff included good care is given, staff get a lot of courses and training, manager always listens and residents care is always paramount. Comments from people living at the home were also generally positive and included a well run, caring home, A friendly, professional, caring environment and am satisfied with everything. We received comments from one person who felt there were not always enough staff on duty and that sometimes this meant there were only male carers on duty at night. However, the provider assured us that this is not the case and that there was never a time when the home was short staffed. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed any issues well. They work well with us and have shown us that the service continues to provide good quality outcomes for the people who live there. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 08 January 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
