This inspection was carried out on 14th December 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Donnington House is a large detached property situated in the seaside resort of Westward Ho! It has recently been extended and has increased its registration to 36 older adults who may also have dementia or physical disability. The accommodation is Annual Service Review Page 2 of 6 on three floors. There is access between the floors by stairs, chairlift and a passenger lift. The majority of residents are accommodated in single occupancy rooms but there are two bedrooms which have shared occupancy. Fees charged ranged from £467.50 to £582.25 per week. Additional charges are made for chiropody, hairdressing, newspapers, private telephone lines and are variable according to individual needs. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection.This included: The annual quality assurance assessment (AQAA) that was sent to us by the serviced. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 14 surveys returned to us by people using the service and from other people with an interest in the service. 7 surveys returned to us by staff that work at Donnington House. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection, which was on 22nd August 2007. The overall quality rating awarded was GOOD. Concerns the Commission and Devon Social Services has received and are being investigated under safeguarding procedures. Other information from health and social care professionals. Relevant information from other organisations What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us the information we asked for. In the AQAA they have shown that they have improved areas that were highlighted at the last inspection, including using the quality assurance checks to identify where this is needed such as the continuing maintenance programme and recording systems. We received 14 survey responses from people living in the home, some of which had been been completed by their relatives. These tell us that people are very content living there, with comments like I am very happy. Staff, they tell us are always available when required and listen to them and act on what they want. Relatives wrote comments like I am more than happy with the care Dad has received and My mother is very well looked after..and is content and usually cheerful and the home is very clean and good. This tells us that where people are unable to, their advocates visiting the home are satisfied with the care their relations receive. Conversely, there were areas that relatives felt needed improvement such as Tea cups are stained and sometimes not properly washed and not enough care is put into washing clothes and these go missing sometimes. Additionally, one person felt that a more pleasant ambiance might be achieved at mealtimes if table clothes were used. Annual Service Review Page 4 of 6 Information sent to us by the provider tells us that people are cared for by experienced and suitably qualified staff that work well as a team. And 50 percent of staff hold the NVQ level 2 in care. Staffing levels are said to have been increased at peak times during the day to meet the changing needs of people living in the home. Since receiving this information, we were notified in September 2009 that the manager is absent and alternative management arrangements have been put into place by the provider. The Commission and Devon Social Services have been made aware of concerns. These concerns relate to management and staff skills and are being investigated under safeguarding procedures. On the basis of the information received, we have decided to bring forward our next inspection. What are we going to do as a result of this annual service review? We will do a key inspection of the home before 30/11/09.
