The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Eventide encourages independence within an assessed framework. Service users can have facilities within their own rooms to follow their interests and hobbies. Activities are provided but the age of those who live there means that not all choose to participate. This choice is respected. Staff training is encouraged to good effect and the stability of the staff group has resulted in a positive ambience within the home. The involvement of the committee and registered manager is cooperative and helpful.

What has improved since the last inspection?

This was the first inspection by this inspector, although the home has been known previously. The relationship between the present committee and the registered manager appears to have settled into a good working relationship that had not always been the case previously.

What the care home could do better:

The central heating in parts of the building is linked by large hot pipes. Current advice from health & safety is that this type of pipe should be covered/ boxed in. Similarly hot water outlets should have valves fitted throughout. Whilst precautions have been instigated, a programme to consider further action should be considered. Recording of individual staff supervision, as well as annual appraisals, is recommended.

Date of last inspection 17 January 2005 Brief Description of the Service: Eventide is an older property offering care and accommodation to 18 older people. It is run by a committee of local people in conjuncton with the registered manager. The home is near the beach and overlooks the golf course at the front. Accommodation is provided on three floors connected by a shaft lift, although a few rooms on the first and second floor have two addtitonal steps to reach them. Eight rooms are en suite with alterations planned to make one more. There are handrails and a variety of pieces of equipment to aid independence throughout the home. There is an assisted bath on the ground floor and a large shower on the first floor. Externally seating is provided in front of the home. This is a popular venue where residents sit and watch people, holiday makers and golfers passing by. There is also a small paved rear garden for peoples use. Eventide is a long established home but it has updated its practice and accommodation in line with current trends. The home provides good care for people, particularly those who are still mobile and can manage short walks outside as it is close to the beach and local shops. It is within reasonable distance of the main shopping area in Bude. There was a good response to the ‘Comment Card’ distributed by the Commission for Social Care Inspection. These were mostly positive although a small number said they were unaware of the home’s complaints procedure. (These also said they had not had occasion to make a complaint). Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,3,4,5 People entering the home do so after an assessment to demonstrate that Eventide can meet their needs and they are provided with information about the services provided. EVIDENCE: People making enquiries about the home are provided with written information via the statement of purpose & service users guide, with contracts being put in place when entering the home. Copies of inspection reports and the complaints procedure are displayed in the home. The home has a good reputation locally and many enquires come via word of mouth. The registered manager seeks information for all prospective service users by visiting people and/or information from Social Services. The home has offered care to a number of emergency placements recently. The registered manager said these had been successful because they have established a good rapport with the community nursing service who have recommended Eventide knowing what care they provide. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9,10,11 The healthcare needs of service users are recorded and met. Service users reported that they felt these were handled in a caring and sensitive manner. EVIDENCE: Care plans are available for staff to read and action on all service users. These are in a notated form but are supplemented by daily written notes that record comments about people’s welfare etc. Additionally, information about personal care needs is available in each person’s room to assist new staff or occasional agency staff. Service users said they felt they received good care and that the staff were kind and caring. Medication is recorded as it is received in the home and administered. Any unused medication that is returned to the pharmacist is recorded. Senior staff administer medication and said that they had undertaken training regarding the safe handling of medicines. Service users can administer their own medication if, following discussion, this is felt to be appropriate and safe. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14,15 People are encouraged to remain as active as possible and the home will assist service users to keep in touch with their community and friends. Mealtimes are encouraged as social occasions in the home. EVIDENCE: When talking to staff, they demonstrated a good knowledge of people’s likes and dislikes and were able to provide flexibility to meet these within the home. Visitors are welcomed and people are encouraged to retain links with their local community by visiting families and friends, attending clubs and churches or by walks around the surrounding area etc. Activities are arranged periodically within the home, the popular ones on a more regular basis. However as a number of service users are now in their nineties, they said they were happy with their own company although the majority do gather together at lunch time. They reported that the food was good and supplied in sufficient quantity. Vegetables are served in dishes so that people can serve themselves according to their preference. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16,17,18 Complaints or concerns are addressed quickly and service users speak out if they have any worries or other problems. The home is actively updating its knowledge and awareness of possible abuse issues. EVIDENCE: Any complaints or concerns are taken seriously and recorded with the action and resolution. The complaints procedure is displayed in the home but there have not been any since the last inspection. All service users were offered the opportunity to vote in the recent elections. If there are problems with advocacy Age Concern is approached to provide assistance. Senior staff are due to attend a seminar on the protection of vulnerable adults soon. This information will supplement the home’s policies on this topic. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19,2021,22,2324,25,26 The home is maintained in a clean, tidy and comfortable manner and rooms reflect peoples’ personal taste. EVIDENCE: The home is an older property and it is not possible to provide level access to all rooms. This is stated in the statement of purpose. If a person occupying a room reached by steps becomes unable to manage these, they are offered an alternative room as soon as one is available. The décor is generally good with new chairs having been provided in the sitting room. One room is about to be altered which will make nine with en suite facilities. Service users can have their personal possessions abut them in their rooms. Washing and toilet facilities are arranged throughout the home. Valves to regulate water temperature have not been fitted at all hot water outlets but where they are not fitted warning notices are displayed. There are housekeeping staff who attend to the bulk of the cleaning and housekeeping. The laundry room was not inspected. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,28,29,30 Service users can be confident that staff receive training to ensure that they provide care appropriate to a person’s needs. EVIDENCE: The staff are a stable group with half having been with the home for seven or more years. 10 of the 14 care staff have now achieved National Vocational Qualifications at level ll or above and all have received first aid instruction recently. The designated committee members are involved with the registered manager in the selection of new staff. Everyone working in the home has had a satisfactory Criminal Records Bureau check bar one, whose verification is awaited. The majority of service users were met during the inspection and they all said how kind the staff were. One person on a short stay said that the home compared more than favourably with other places she had been, as she liked the smaller family atmosphere. The staff showed a good knowledge of the people they cared for. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31,32,33,34,35,36,37,38 The registered manager works in a positive and collaborative way with the committee to ensure the well-being and safety of service users and staff. EVIDENCE: The registered manager is currently working towards her registered manager’s award. She is experienced in the provision of care, especially for the elderly. When on duty, she sees all service users and regularly works some ‘hands on shifts’ so that she is in touch with the pace and tenor of the home. Committee members visit the home frequently and talk with service users. As a committee they arrange for re-decoration and refurbishment etc. and generally keep an eye on standards. They work in a collaborative way with the registered manager and staff. The home will keep small amounts of savings for people if asked to do so. The home’s business plan and cash flow forecast were available for inspection. One committee member has responsibility for health & safety in the home whilst the registered manager and one of the housekeeping staff check the building regularly, arranging for any small repairs etc. Records relating to fire safety and accident recording were seen. These appeared to be well kept.
