Conditions of registration: None Date of last inspection 5/4/05 Brief Description of the Service: Forde Park residential home is a large detached house in a quiet and attractive residential area about a mile from the centre of Newton Abbot. There is a public park nearby. The home cares for up to fifteen people aged 65 or over, who may also have a dementia. There are three ground floor bedrooms, and there are stair lifts on the main staircase. It is necessary to use a short flight of stairs to reach two of the first floor bedrooms. There are seven single rooms and four double rooms. There is an attractive lounge, separate dining room and a small conservatory. The home is on a level site and has a decked area and a large garden. However there are some steps to the front door, making access into the home more difficult for people with reduced mobility. There are ample car parking areas. The organisation which owns this home also operates a home providing nursing care two doors away. This is an overview of what the inspector found during the inspection. This was an unannounced inspection lasting about four hours. Ten of the residents were consulted (most of them were quite confused), and the manager and three of the staff were also consulted. A sample of the home’s records was inspected, and most of the rooms in the home were seen. What the service does well: What has improved since the last inspection?
A requirement was made at the last inspection for the refurbishment of the kitchen. This has now largely been completed, including the installation of new equipment, and this will contribute to good hygiene and food safety. A requirement was also made for better storage arrangements for the residents’ medication, and a good metal drugs trolley is now in use. This has improved the safekeeping of the medication. The décor and appearance of the home has been improved in certain respects. The dining room and some bedrooms have been redecorated, and smart new armchairs have been provided in the lounge. A new mobile hoist has been bought, which will benefit residents with very poor mobility and the staff who care for them.

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3. Standard 6 is inapplicable to this home. The needs of new residents are assessed before they are admitted to the home. EVIDENCE: One new resident had been admitted since the last inspection, and a local authority care manager’s assessment/care plan was received by the home prior to his admission. Because he was admitted from the Midlands the home’s manager was unable to carry out her own assessment of his needs until his arrival at the home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 9 and 10. Care planning was found to be satisfactory. The administration of residents’ medication was generally satisfactory, although one shortcoming was identified. EVIDENCE: Two care plans were examined. They described the residents’ health care needs and social needs, had been reviewed regularly and had been signed by the resident in question. They included a manual handling assessment and a skin/pressure area assessment. All of the residents looked well cared for and well presented, and were neatly and appropriately dressed. The storage of medication has been improved with the use of a metal drugs trolley, and the manager said that all carers have recently had medication training (certificates not yet available). However the medication administration recording sheets had not been signed by staff for the morning of the inspection to verify that the residents had been given their medication that morning. The more capable residents were able to confirm that the staff treat them in a kind and respectful way. One resident occupying a double bedroom said that a screen is used in the room to provide some privacy. Another said that a

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 15. The standard of the meals provided is good both as to quality and quantity. EVIDENCE: All of the residents able to express an opinion said that the meals are good. The lunch on the day of the inspection looked appetising and substantial, consisting of beef stew, dumplings and three vegetables followed by rice pudding. For tea there was to be cheese and potato pie and a dessert, or sandwiches are always available. The manager said that there is always a hot dish at tea time. Several of the residents choose to have their meals in their own rooms, which was the case during the inspection. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16. The home has a satisfactory complaints procedure, with some evidence that service users feel that their views are listened to and taken seriously. EVIDENCE: The home has an appropriate complaints procedure which was displayed in the hall, where the last Commission for Social Care Inspection report was also available. The Commission has not received a complaint about the home since the last inspection. Residents who were consulted thought that they would be listened to and that the manager would try to sort out any complaint. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26. The home is maintained in a safe condition, and a programme of redecoration and refurbishment in recent months has significantly improved the environment. The home was clean and free from odour. EVIDENCE: The home has a warm, welcoming ambience and the communal rooms looked attractive. New armchairs have been provided for the lounge and the dining room has been redecorated. Some of the bedrooms have also been redecorated. The kitchen has been substantially refurbished, and new equipment was in the process of being installed at the time of this inspection. An assessment with regard to access into the building and access within it was carried out some time ago by the organisation’s occupational therapist. However there are steps at the home’s front door, and the problem remains of access into the home for people with reduced mobility. All parts of the home which were inspected were clean, and the residents who were consulted said that this was normal. There was no unpleasant odour. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27 and 29. Staffing levels were adequate and there is a stable staff group, which contributes to continuity of care. Residents are protected by the home’s recruitment practice. EVIDENCE: This was an unannounced inspection and there was an adequate number of staff on duty. The staff are appropriately experienced and most of them have worked at the home for a number of years. The staff on duty were cheerful and worked well together, and residents were complimentary about the staff group as a whole. One new staff member who has worked for the organisation for several years in another role confirmed that a Criminal Records Bureau check had been carried out on her. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 33 and 35. The home is managed by an appropriately experienced person with good administrative support from the Forde Park organisation. There is a well established quality assurance system in place. EVIDENCE: The registered manager is experienced, and has managed this home for about eight years. She is an NVQ assessor and is currently working towards the registered managers award and NVQ level 4 in care. The Standard will continue to be met when she attains those qualifications. The organisation has a quality management system, including a requirement for the manager to submit monthly quality audit sheets to head office. A satisfaction questionnaire about services provided is given to residents’ relatives from time to time (some have been seen), and the manager said this was now due to happen again. In many cases residents’ personal finances are administered by relatives, but in a few cases a float is maintained by the manager. She had been away on leave just prior to this inspection, and two of these records were not
