Conditions of registration: 1. 2. 3. The service must at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. A maximum of forty older people (OP40) may be accommodated of whom nine may have dementia (DE(E)9). The staffing levels for the home must meet the Residential Forum Care Staffing Formula for Older Adults by 1st April 2004. 8th December 2004 Date of last inspection Brief Description of the Service: Inglewood is a care home providing accommodation and care for up to 40 older people, 9 of whom have dementia. The home is operated by Cumbria Care, an internal business unit of Cumbria County council, and is situated close to the centre of Wigton. The home is divided into four living areas or units, each unit having a lounge/dining room with small kitchen area and bedrooms, toilets and bathrooms nearby. There are also other lounges, which can be used by service users who want a quiet area, and a lounge that can be used by people who wish to smoke. There is a large room used to provide daycare for older people from the local community, and this room can be used by service users evenings and weekends for special events. There is a passenger lift, handrails, grab rails and assisted bathrooms and toilets to assist people in their day to day lives. There are pleasant garden areas including a central courtyard and a secure garden area accessed from the unit which accommodates people with dementia. This is an overview of what the inspector found during the inspection. This was an unannounced inspection of the home, which took place over one day. During the inspection the Inspector spent time talking with residents in communal areas and in their private rooms. Staff on duty were spoken to including senior staff and the manager. Records relating to the care of residents and the day to day running of the home were looked at. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 The assessment procedure is thorough, and ensures the home is able to meet people’s needs before they move into the home. EVIDENCE: A selection of assessments were looked at, and these were very comprehensive and included information about all of the person’s health and social care needs. Information was also taken from health care professionals and social workers when appropriate. This information assisted the senior staff in making a decision about if and how the persons needs could be met in the home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9, 10 The home had a clear and consistent care planning system, which ensured residents health, and social care needs were met in a way that promoted their privacy and dignity. EVIDENCE: The care plans contained information about residents care needs, including their moving and handling needs; they were regularly reviewed and updated with the resident. The plans provided the care staff with the information they needed to meet resident’s needs. Records were kept about GP appointments and when district nurses visited, but it was noted that the supervisors did not always record the action they had taken, if a member of care staff reported a residents healthcare concern to them. A good practice recommendation has been made about this. People said that an appointment was made for them promptly if they asked to see the doctor or nurse. The arrangements for storing and administering medication in the home were safe and well organised, and residents received their medication as prescribed, with records kept. The care staff spoke to residents in a courteous and polite way, knocked before entering bedrooms, and closed bedroom doors when assisting people with personal care tasks.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13, 14 Residents maintained links with their relatives and friends as they wished, and are encouraged and assisted by staff to make their own choices about their day to day life. This helps and encourages people to retain control of their life EVIDENCE: Residents said that their family and friends could visit whenever they wished to, they were offered refreshments, and when visiting they could sit in the residents room or in one of the communal lounges. A relative spoken to said he could visit whenever he wished, and found the staff welcoming and friendly. Residents said that they made their own choices about how they spent their day and that staff helped them with this, and so people felt in control of their lives. JUDGEMENT – we looked at outcomes for the following standard(s): 16 The home has a satisfactory complaints procedure, which residents are aware of. EVIDENCE: The home has a complaints procedure, which is accessible to all residents and their families, so people are clear about how they can complain if they are unhappy about anything. Written records are kept about any complaints and concerns raised, and how they are dealt with. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 26 The communal and private areas in the home are well maintained, clean, and provide comfortable accommodation for residents. EVIDENCE: The home is maintained to a good standard, and residents found their surroundings pleasant and comfortable. There is easy access to outdoor areas, which have seating areas and flower tubs. JUDGEMENT – we looked at outcomes for the following standard(s): 27 There were sufficient staff on duty with the required skills to meet the needs of residents. EVIDENCE: On the day of the inspection there were six members of care staff on duty in addition to the supervisor, domestic and kitchen staff. There was also an activity organiser on duty during the morning. Residents said their needs were attended to promptly, by staff that were kind and caring. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 38 The manager provided leadership and direction to staff to ensure residents received consistent, good quality care. The practices and systems in place, safeguard the health and safety of residents, staff and visitors to the home. EVIDENCE: The Manager of the home is competent, qualified and ensures his knowledge is updated regularly. Staff spoken to say they would always be able to approach the Manager or senior staff member with any problems or issues they had, and believed they would be listened to. All of the tests and checks were being carried out to ensure the home was a safe place to live, work and visit.
