What the care home does well

Kathleen Chambers House provides a well-maintained, secure and comfortable environment, which is furnished and decorated to a high standard. It meets the needs of the specialised client group. The home is able to provide Braille, taped or large print Welcome Packs to suit individual residents` needs. Residents were observed using all communal areas and appeared comfortable and relaxed in their environment. The garden is well-maintained, safe and accessible to the service users.

What has improved since the last inspection?

All new residents have their nutritional needs assessed, and plans are in place to ensure all residents are assessed. Pressure area assessment forms have been obtained and will be completed as soon as copyright issues are resolved. All prescribed creams are now labelled with the date they are first opened and when they should be discarded. More outings on the mini bus are now taking place.

What the care home could do better:

There were no major issues for improvement identified. Residents felt that there was nothing that could be improved. However, there is no formal quality assurance system at the home and therefore no report has been produced that can be made available to residents and the Commission. Monthly visits are made by representatives of RNIB, however, reports of these visits must be sent to the Commission.

Up to three persons between the ages of 55 and 65 years of age with a sensory impairment 4th August 2005 Date of last inspection Brief Description of the Service: Kathleen Chambers House is registered with the Commission for Social Care Inspection (CSCI) to provide care for up to 40 people over the age of 65 who have a sensory impairment. The home itself has been purpose built and equipped to meet the needs of people with a sensory impairment. All service users accommodation has en suite bathroom/shower facilities and a small kitchen area. The home is owned by the Royal National Institute of the Blind (RNIB) but currently there is no Manager registered for the home. This unannounced inspection took place over approximately five hours one day in the middle of January 2006. The inspector spoke with two residents in private, looked at their care plans and undertook a full tour of the building. Recommendations that had been made at the previous were checked and the Quality Assurance systems of the home were discussed at some length. The acting Manager Margaret MaineRead, and the acting assistant manager were available throughout the inspection. Several other residents were spoken with whilst on the tour of the building. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8 and 9 There is a clear and consistent care planning system in place to adequately provide staff with the information they need to satisfactorily meet the needs of the residents. The health care needs of residents are well met with evidence of good multidisciplinary working taking place on a regular basis. EVIDENCE: Two individual residents’ care plans were examined and the individual residents were met as part of a case tracking process. Individual care plans were detailed and covered all aspects of daily living needs. They showed clear actions to be taken by care staff to assist with or deliver the care. Both care plans reflected current individual care needs, and had been reviewed each month. There was evidence of multidisciplinary working with other professionals, and the plans showed evidence of where health care needs had been assessed, identified and acted upon. A pressure ulcer assessment form has been found and will be used when copyright issues have been resolved. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 and 15 Social activities that are offered provide stimulation and interest for residents. Meals are nutritious and offer a healthy and varied diet for residents. EVIDENCE: Activities organisers are employed by the home, and there is a group of volunteers that also help with activities. There is a varied activities programme on offer within the home, which includes newspaper readings, craft sessions and talking books. Residents have access to a range of adaptations to enable them to take part in a variety of activities. The inspector was shown a machine which magnifies materials and allows those with some sight to read magazines, newspapers and letters. On the morning of the inspection some residents had gone on a shopping trip in the home’s mini bus. Residents told the inspector that they were able to choose how their days were spent, and could join in the groups if they wish or remain in their rooms. Another said that ‘nobody is compelled to do anything, never hear one word of disapproval’. Residents were aware of their ‘key-workers’ and told the inspector about their special roles including doing ‘things for you that you cant do for yourself’. One resident told the inspector that the manager has a ‘surgery’ once a week where residents can talk to her in private about any concerns. They also said that there were regular residents meetings when any concerns could be raised. Residents said that the food was good and well presented. Menus that were seen, appeared to be nutritious and varied. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 22 and 24 The standard of the environment within the home is good, providing residents with a well adapted, clean, safe, comfortable and homely place to live. EVIDENCE: The home was built approximately 8 years ago, and makes good use of equipment and the environment to encourage residents’ independence. There is textured flooring throughout the home to indicate different areas and a ‘talking notice board’ that tells residents the activities for the day and the senior staff on duty. There is a variety of communal rooms around the home including a well equipped hobby room. Each bedroom has its own small kitchenette, though most residents choose not to use this facility, staff do use it to make drinks for the resident. Each room also has ensuite facilities. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33 and 37 The home is well managed and this generally results in practices that promote and safeguard the health, safety and welfare of the residents. EVIDENCE: There is currently no registered manager at the home, though attempts are being made to appoint an appropriate person. The assistant manager who has worked at the home for many years is currently acting as manager, and continues to maintain high standards within the home. There is no formal system for assessing the quality of care at the home and that has been made available to residents and CSCI. Though there have been some questionnaires completed and there are some systems in place to ensure quality of care is maintained.
