What the care home does well People who live in the home told us they are very happy there. Comments included `staff are very good`; `staff are very kind and caring`; `the manager is nice, I can speak to her`; `nothing is too much trouble, staff help in any way they can`; `the food is good and they bring me a cup of tea in the morning`; I`m lucky to live here, couldn`t wish for anything better`. People who live in the home confirmed that staff respond in a timely manner when they press their call bell for assistance. People told us that they enjoy taking part in activities, entertainment and trips out. During the inspection, we observed people listening to a newspaper reading and taking part in solving a crossword in the lounge; listening to music; watching television and spending time in their rooms. We observed people enjoying the lunchtime experience in the dining room. The tables were nicely laid. The choice of meals was scampi and chips or sausage, beans and chips. It was evident that some people had been able to choose an alternative to meet their individual preferences. Staff offered people a choice of drinks and condiments. Staff were observed discreetly offering assistance to people. We observed nice interactions between staff and people.Staff told us they are happy working at the home and feel well supported. Comments included `the manager is fantastic` and `things are better`. A new staff member told us they were enjoying working on their induction. They showed us their workbooks which includes information on `understanding sight loss`. The environment was clean and fresh throughout. The housekeeping staff should be commended for the high standards. The home`s medication and records are well managed. We looked at the home`s medication and medication records. The home uses a monitored dosage system. Medication administration records were fully completed. The temperature of the room used to store medication has been recorded to ensure medicines are stored at a safe temperature. The home has purchased a new storage box with a lid, for medication that needs to be returned. The home has introduced a stock control system to ensure they have stock available at all times. The home confirmed that all staff who administer medication have completed medication training, shadowed more experienced staff and been assessed as competent. Some of the people who live in the home manage their own medicines. The home confirmed that they carry out a risk assessment to protect people from the risk of harm. What the care home could do better: We looked at the home`s service user guide. This contains good information but needs to be updated to reflect the new management structure at the home. The Royal National Institute of Blind People owns the home. The home itself is modern, it has been purpose built and equipped to meet the needs of people with a sensory impairment. This unannounced random inspection was carried out on 12th February 2010 over four and a half hours. Although this inspection was carried out by one inspector, we will use the term we throughout the report as it was on behalf of the Commission. The reason for this inspection was to follow up concerns that we received as part of our annual service review in September 2009. People who live in the home and staff told us that there wasnt always enough staff on duty to meet individuals needs. We asked the home to carry out a review of staffing levels. The manager designate sent us a comprehensive review in response. We received mixed views from staff who work at the home. The manager designate told us that she had met with staff to discuss concerns and agree action to be taken. We also followed up the requirement and recommendations that were made by the pharmacist inspector at the random inspection carried out on 19th June 2009. These had been met. The manager designate was available throughout the inspection. She confirmed that she is in the process of registering as manager with the Commission. On the day of the inspection, thirty one people were living in the home. The following staff were on duty; manager designate; one supervisor; three care assistants; one activities co-ordinator; receptionist; administration staff; kitchen staff; housekeeping and laundry staff. During the inspection, we spoke with seven people who live in the home and five members of staff. We looked at parts of the home, medication, and observed practice. What the care home does well:
