Conditions of registration: Date of last inspection 15th July 2005 Brief Description of the Service: Manor Lodge is a detached house in a quiet residential avenue close to Exmouth sea front, hospital and town centre. It provides personal care for up to 23 older people. The accommodation is arranged over ground and first floors and all rooms have en suite facilities. There is a passenger lift and a stair lift between the ground and first floor. The lounge and dining rooms are on the ground floor. There is a large parking area at the front of the house and landscaped level gardens to the front and rear of the property that also has an extensive decked area. This is an overview of what the inspector found during the inspection. This unannounced inspection was carried out on 20th December over 3 hours. The inspectors spoke with 5 service users and 5 members of staff. The inspector toured the premises and inspected a number of records. The manager, deputy and the owners were present throughout the inspection. All staff were friendly and professional throughout the inspection and helped where they could. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): OP 9. The systems for the administration of medication are good with clear and comprehensive arrangements in place to ensure residents’ medication needs are met. The procedure for ordering medication needs some minor adjustment. EVIDENCE: Three residents were looking after their own medicines at the time of the visit. Lockable facilities have been provided in their rooms for its safe storage. Records are kept of all medications received, administered and leaving the home. Records were up to date and in good order as was the drugs cupboard. Designated, appropriately trained staff administer medications. The home’s current procedure for ordering medication is delegated to the supplying pharmacy. It is considered essential for the designated person to see the prescriptions to check them against the items ordered and to sign the exemption declaration on the back of the prescription form on behalf of the resident, if the resident is unable to do this themselves, before it is submitted to the pharmacist. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Op 13 & 14. Residents are supported to maintain their independence and control their lives in whatever way is appropriate to them as individuals. EVIDENCE: Visitors are welcome at the home at any time and residents are always asked whether they want to see them or not. Individual residents religious beliefs are sustained at Manor Lodge either by visiting ministers or by residents being supported to attend church services. Residents are encouraged to look after their own finances as long as they wish or are able to do so. Residents’ rooms were personalised with sentimental items, photographs and small pieces of furniture and all expressed their satisfaction with the accommodation provided. JUDGEMENT – we looked at outcomes for the following standard(s): Op30 The skills mix of competent staff at Manor Lodge meet residents’ needs. EVIDENCE: Residents spoken to said that the staff were “kind and caring” and “always there to help”. During the visit staff spent time with residents and responded to their needs promptly in a kind, friendly manner. The owners and manager are committed to providing training for all staff at Manor Lodge. Records confirmed staff had attended a variety of relevant training sessions and all staff were confident that they were able to meet the needs of the residents. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Op35 Residents are protected by the home’s procedures for safeguarding their financial interests. EVIDENCE: Most residents choose to look after their own finances. Relatives or legal advisors look after finances for those who do not wish to or are unable to do so. The manager currently looks after two residents’ personal allowances. Clear, accurate records and receipts for all outgoings are kept for each of them.
