Conditions of registration: no Date of last inspection 22/2/05 Brief Description of the Service: The South Yorkshire Housing Association owns the property at Montague Drive. The care and services are provided by Community Integrated Care which is a registered charity caring for people with special needs. Montague Drive is a detached bungalow located within 2 miles of Leeds City Centre and is at the top of a quiet cul de sac. There are a wide range of shops and leisure facilities within easy reach of the property. The home has 4 bedrooms. All are single rooms and have a washbasin. They are decorated to individual taste and choice. Service users are encouraged to buy personal items for their own use, which helps to create a homely atmosphere within the establishment. This is an overview of what the inspector found during the inspection. This was an unannounced inspection carried out on the 8th June 2005 at 4.00pm by one inspector. The purpose of the inspection was to ensure the home continues to provide a good standard of care for its residents. Service users and staff present at the visit were made aware of the inspection through discussion with the inspector. They were invited to give their views on the care and services provided. Records were inspected and these included each resident’s care plans and staff recruitment files. What the service does well: What has improved since the last inspection?
Residents’ care plans continue to improve, and identify the way in which each resident’s needs should be met and is easy to follow. The manager ensures staff members have a clearer understanding of the purpose of the plans, and are more confident when talking about residents’ needs. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,3,4. Montague Drive is in full compliance with the standards as demonstrated by service users’ individual files, person centred planning, reviews, communication books and appointments with specific professionals for ongoing treatment. EVIDENCE: The home practises a flexible approach towards individual needs. In discussion with staff it was clear they are aware of the importance of arranging visits for prospective service users, which will be in full compliance with the standard. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,9.10. Because of residents communication and sometimes-physical disabilities staff help resident choices by skilled observation. The care planning system continues to improve. EVIDENCE: Montague Drive residents often require staff to interpret their speech given their individual communication difficulties. This is done through trained observation, and by the involvement of the multidisciplinary team inclusive of professional workers not directly employed by the home that are able to interpret service users speech. In establishing the individual service users’ plans, the rights of service users are acknowledged. The manager makes sure reviews are kept up to date. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12,13,14,17. Local facilities are regularly used and all residents are encouraged to make full use of the home and community facilities. Staff recognises that time and support for residents in and outside is an important part of their life. The home encourages all residents to become involved in menu planning. EVIDENCE: Staff and residents at Montague Drive participated in lively banter the atmosphere was good throughout the visit. Resident’s rights are respected as evidenced in resident’s files and communication books/diaries within the home. Staff are aware of the aspirations of individual resident and encourage them to make full use of local amenities. Discussion with staff took place around food provided by the home. Care staff would ask residents what they like and dislike and who ever is on duty would cook for the resident. This system means some meals are bettered prepared and cooked depending who is on duty. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18,19,20. The care documentation has improved to meet the Commission standard. Medication sheets must be sign whenever medication is given to a resident. There was evidence of other health professionals meeting identified health needs. EVIDENCE: All four residents care plans were inspected. They all contain a photo of the residents and documents were concise. Risk assessments in place where appropriate. There is good communication system in place to ensure the changing needs of resident were met and health care visits are recorded in resident files. The administration medication sheets was checked staff did not always complete this. The home provides clear information on how to make a complaint about the service. It includes reference to the Commission for Social Care Inspection if people wish to take a complaint outside the home. EVIDENCE: The appropriate policies and procedures were seen to be in place with all the relevant details and staff confirmed they know about Adult Protection procedure. The home offers a safe, well-maintained environment for its residents who are able to access the garden and areas of the home easily if they so choose. Communal areas are decorated and furnished to a good standard offering safety and comfort. EVIDENCE: The home is decorated and furnished to a good standard throughout and the communal rooms offer a safe and comfortable space for the resident. All areas of the home were clean and tidy and nothing was seen during the inspection that could cause a hazard to residents.
