Conditions of registration: Date of last inspection 15th September 2005 Brief Description of the Service: Mount Avenue is a small home, offering residential care to three service users with learning difficulties. It is situated in Hemsworth which is 10 miles from the towns of Pontefract, Wakefield and Barnsley. The accommodation is a semi-detached house comprising 3 single bedrooms, 2 on the first floor and one the ground floor. The bathroom/toilet facilities are situated on the first floor. The lounge/dining room, kitchen and a utility room are on the ground floor. There is a fenced garden to the rear of the home. Mount Avenue DS0000006237.V253832.R01.S.doc Version 5.1 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This was an announced inspection made on 13 February 2006. At the moment only two service users live at the home. A selection of records in relation to care planning and staff recruitment and development were examined and time was spent talking with the provider/manager and a service user. Unfortunately, at the time of the visit only one of the two service users was at home but was able to give the inspector a good and very positive view of what life is like at the home. The inspector would like to thank the manager and service user for their hospitality and assistance during the visit. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Service users are happy that their care plans reflect their changing needs and personal goals. EVIDENCE: One of the service users said that they read through their care plan with a member of staff on a monthly basis when they go through it to check that it is still appropriate. The service user also gave permission for the inspector to read their care plan. The plan was very detailed and was aimed at not only meeting individual needs but also at promoting independence and meeting personal goals. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16. Service users’ rights and responsibilities are recognised and respected. EVIDENCE: One service user said that they felt that staff respected their individual rights. The manager said that all decisions relating to the home, ranging from choice of decoration to holiday destinations, are made as a group to ensure that both service users are able to put forward their ideas and preferences. Service users choose how they would like to spend their time either within the home or going out to meet friends or attending local activity classes and college courses. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. Policies and procedures are in place to protect service users from abuse. EVIDENCE: The manager said that all staff have received training in protection of vulnerable adults. She also said that they had recently gone through the new Wakefield MBC policy for adult protection as a team to ensure that all staff are fully conversant with the policy. EVIDENCE: The home is very much a domestic setting with the atmosphere of a family home. Décor and furnishings are pleasant and comfortable. EVIDENCE: The small team of staff all receive regular training and are currently updating their first aid and CPR training. Residents are also included in some training, such as fire training, which would be relevant to their safety. Staff files contained evidence that service users are protected by the home’s recruitment policies and practices. Service users benefit from a well managed home. EVIDENCE: The registered manager is a first level nurse who demonstrates a real commitment to ensuring that service users live as independent and fulfilling life as possible. This is achieved through continued personal development and development of other staff in the home and a continued programme of quality assurance.
