This inspection was carried out on 16th August 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Adequate. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The home has a group of staff many of which have worked there for several years providing continuity of care. They are keen to ensure the well-being and comfort of the residents and were observed treating them with great respect and kindness. All the residents that were able to express an opinion said that staff were very good and that they were happy living at the home. The staff were able to demonstrate a confident, open and positive attitude to their work. They had a thorough understanding of the personalities, needs, likes and dislikes of each resident. They were attentive, patient and friendly towards both residents and their visitors. The home provides comfortable accommodation for residents.

What has improved since the last inspection?

Staffing levels throughout the night have been improved; there are now two waking members of staff on duty. The home has replaced several carpets and has redecorated many areas throughout the home. The dining room has new furniture and looks very nice. Improvements throughout the home are ongoing. Fire alarms and emergency lighting have been checked at the appropriate intervals. The manager has now started to improve and update the records, care plans and risk assessments; this will in turn improve care practice and ensure the residents` safety is promoted. The staff are now more settled and morale was good now that there is a new manager in post.

What the care home could do better:

Assessment of the risk to residents from scalding from basin hot water taps must be undertaken and the risk, so far as possible eliminated. This is still outstanding from previous inspections. Residents` care plans must make clear as to how identified needs are to be met. Whenever possible residents` care plans should be drawn up with the residents themselves involved. The home has redecorating and replacing carpets on a continual basis. However, some areas of the home are looking particularly tired with new carpets needed. The bathrooms are in need of redecoration and consideration needs to be given to the current design with regard to accessibility for staff assisting residents. The home is registered for older people and those with physical disability, however the layout of the home is such that any person using a wheelchair would have extreme difficulty using the bathroom and toilet facilities. Medication is managed well with the exception of medication that needs refrigeration. This is currently kept in a domestic fridge. A daily diary is used which is wholly inappropriate as far as respecting privacy and dignity and upholding confidentiality. In this diary was informationregarding the daily needs of various residents; information such as this must be kept in the individual files and stored securely. Attention needs to be given to the bathroom facilities, as it is difficult for staff to move easily when assisting a resident that needs to use the hoist. The home has the category PD (E) that indicates that the home can meet the needs of a person with a physical disability. A person who uses a wheelchair would be unable to use these bathrooms unaided. Consideration needs to be given to how the home will meet the needs of a person with a physical disability in the future, and whether the PD (E) category is appropriate for South Garth.
