The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Staff support service users to have and maintain a good quality of life, and service users looked well cared for. And staff and service users were observed to interact very well with each other. Generally, the houses are well maintained and provide a comfortable and homely environment for service users.

What has improved since the last inspection?

New service users receive a letter confirming that their assessed needs can be met at the care home, and the information is kept on their personal file. The audit of the medication records was correct in all three homes. Staffing levels were satisfactory to meet the number and needs of the current service users. Staff are aware of the procedure to follow regarding the referral of adult protection issues. The backyard floor covering has been power sprayed to remove the moss, and the outside gate has been repaired. At Heaton Road the laundry floor covering has been replaced and the walls redecorated.

Can provide accommodation and care for one named service user at 3 Heaton Road - category PD 20th September 2005 Date of last inspection Brief Description of the Service: St Anne’s (Huddersfield) is the collective name for a project of three houses registered to provide residential care to adults with enduring mental health needs. The project is managed from Heaton Road and the registered manager oversees all three houses. There are two deputy managers, one of whom oversees two houses and one who is based at the largest of the three homes. Each house has their own staff team with some flexible working across the three houses. Cambridge Road, the larger of the homes was purpose built and provides single bedroom accommodation for up to ten people over two floors. It is close to the centre of Huddersfield. Heaton Road provides accommodation for up to six people and is some distance from local amenities. Beech Street, which is close to local amenities, provides accommodation for up to four people. Both date from Edwardian times and provide single bedroom accommodation over four floors. Each of the three houses has communal facilities and gardens. Public transport is within walking distance of all three houses which are located in residential areas St Anne`s (Huddersfield) DS0000026353.V284664.R01.S.doc Version 5.1 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. This report refers to an unannounced inspection on the 24th of February 2006, and the duration of the inspection was 5.5 hours. Mrs Bedford, the manager was present at the inspection of Cambridge Road, Mrs Sheyd, the deputy manager, at Heaton Road, and Ms Briggs, care worker, at Beech Street. Several service users were also spoken with in each house. The majority of the core standards were assessed during the inspection in September 2005; therefore this inspection has mainly covered any requirements and recommendations to be followed up from that inspection. The inspector would like to thank service users and staff for their time and hospitality throughout the inspection. What the service does well: What has improved since the last inspection? At Beech Street the vacant bedroom should be redecorated prior to occupation, and the backdoor porch tiles should be repaired/replaced early in the next financial year. At Heaton Road the laundry floor has been replaced however, there is a gap where the skirting board meets the floor where debris could collect. The gap should be sealed. Fifty per cent of care staff should have an NVQ 2 or an equivalent qualification. The outcome of the quality assurance questionnaires should be published. The bath hot water temperature should be monitored and maintained at 43°C. Please contact the provider for advice of actions taken in response to this inspection. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The standards were not inspected however, the requirement/recommendation from the last inspection was. (Standard 20) EVIDENCE: The medication housekeeping was generally of a good standard however, with regard to the self-administration of medication, not all service users in each house had a risk assessment and staff did not sign anywhere to denote that the self administration for those individuals was being monitored. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not inspected however, the recommendation from the last inspection was. (Standard 23) EVIDENCE: There have been no adult protection referrals since the last inspection however, staff are aware of the procedure to follow. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 & 30 Service users live in a homely and comfortable environment. EVIDENCE: Generally, the houses are well maintained and provide a comfortable and homely environment for service users. Environmental recommendations at Beech Street were followed up from the previous inspection and include: Vacant bedroom, identified at the previous visit to be redecorated. The bedroom is presently vacant, and Mrs Bedford confirmed that when a new service user is to be admitted to the room, they would be offered a choice as to how they would like it to be decorated. Mrs Bedford said that it would then be redecorated prior to them moving in. The backdoor porch tiles, identified at the previous inspection for replacement/ repair have not been made good. Mrs Bedford said that the work has been scheduled to take place at the start of the next financial year, in April 2006. The backyard floor covering has been power sprayed to remove the moss, and the outside gate has been repaired. In the interest of infection control the edges where the floor meets the skirting board should be sealed. JUDGEMENT – we looked at outcomes for the following standard(s): 32 The remaining standards were not inspected however, the requirement from the last inspection was. (Standard 35) The staffing levels and skill mix were sufficient to meet the number and needs of service users. EVIDENCE: Twenty-seven percent of care staff have achieved an NVQ level 2 or equivalent, and a further 7 staff have commenced the training. Once these staff have completed their training there will be a total of 66 of care staff that have the qualification. There was a sufficient number and skill mix of staff on duty to care for the number of service users in each of the houses. JUDGEMENT – we looked at outcomes for the following standard(s): 39 & 42 In relation to quality assurance the home is run in the best interest of service users. Unless the bath hot water temperature is monitored and maintained at 43°C, service users could, potentially, be at risk of scalding. EVIDENCE: Service user/staff meetings take place at each house and minutes are recorded. In relation to quality assurance, the home seeks the views of service users and their relatives/visitors, and other interested parties, and acts upon those views where appropriate. However, once the information has been collated to show where there are issues and comments, there is no information to say what the service did to address the issues raised. This information needs to be published. In relation to the regulation of hot water temperatures, the bath hot water should not exceed 43°C, and the inspector advises that the water temperature be monitored and recorded to ensure that the desired temperature is maintained.
