The inspector found no outstanding requirements from the previous inspection report, but made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Steps provides a relaxed, friendly, homely environment for the service users with a good quality of care. Staff understand the service users needs and interacted well with individuals and worked well as a team. The home was maintained to a high standard and the cleanliness throughout was excellent. Service users were happy and well looked after the service users spoken to told the inspector they liked living at Steps.

What has improved since the last inspection?

The extension has been completed providing an additional bedroom and ensuite for and a service user who is waiting to move in. The manager has since the last inspection provided evidence in the plans of care that service users are involved in reviewing their care.

What the care home could do better:

The home is well run and managed and continues to improve the standards, a decoration programme is ongoing and the dining room is due to be redecorated this summer.

The house has been converted from a large detached family house to provide accommodation on two floors including two bedrooms on the ground floor. These two rooms have en-suite facilities and have been designed for service users with mobility problems. All the rooms are single, with five first floor rooms sharing a bathroom and a shower room. The communal facilities include a lounge, dining room, a large kitchen and a downstairs toilet. The gardens have a patio and a barbeque area. There are hens and ducks living as pets in the garden. Access to the local park is at the rear of the garden via a gate. The home is situated in Rotherham, on a main road, with some local facilities such as shops and pubs. It is within easy access to the town centre, and local transport passes nearby. The owners are a family who all work at the home as the senior staff team and live on the site. This was the homes second inspection in the year 2005/2006 and took place over one day the inspection was on 7th March 2006 at 11:50 and finished at 15:55. 4 Service users, 3 care staff and 2 members of management team were spoken to. The remaining key standards were covered during this inspection and the inspector observed staff interacting with service users and activities including baking. EVIDENCE: Service users are supported to make decisions this was evident from observing staff with service users and speaking to the service users. Service users ability to make decisions is well documented in the plans of care to ensure their needs are met. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13 & 16. Service users access the local community and their rights are respected. EVIDENCE: Staff support service users to participate in the local community using the local facilities including shops, pubs, bowling, garden centres and clubs so that service users are part of the local community. The routines within the home promote independence, choice and freedom of movement within service users limitations respecting their rights. This was observed during the inspection and service users able to talk to the inspector confirmed this. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 & 20. Service users personal support is in a way they prefer. Medication policies and procedures protect service users. EVIDENCE: Service users personal care needs are well documented in their plans of care and staff confirmed they were aware of the service users preferences and respected these. Staff were also observed supporting service users appropriately during the inspection ensuring service users needs are met. The home has a good medication policy and procedure in place. Medication was signed for on administration and disposal but had no been signed for on arrival this needs to be addressed. All staff that administer medication have received accredited medication training. There are regular reviews of medication for all service users and the manager is very vigilant in any changes in condition of service users this is documented in the plans of a care to ensure their needs are meet. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for the following standard(s): 22 Service users views are listened to and acted on. EVIDENCE: The home has a clear and accessible complaints procedure in an easy to read format for the service users so they know how and whom to complain to. There have been no complaints since the last inspection. The manager speaks to parents each week and any minor concerns are raised at this point, documented in the communication book and dealt with promptly to ensure the needs of service users are met. JUDGEMENT – we looked at outcomes for the following standard(s): 32 Staff are competent and qualified. EVIDENCE: Staff are qualified and competent to meet service users needs. All mandatory training is carried out yearly for all staff and was up to date. Induction training is in place for all new starters and meets the required standards. NVQ training is ongoing with seven staff currently doing level 2 and five have completed NVQ training to at least level 2. When the seven staff have completed the training the home would have achieved the 50 of care staff trained to level 2 and above required by the standards to enable staff can support service users competently. EVIDENCE: The home has a good health and safety policy and staff have received health and safety training to ensure the safety of the service users. The maintenance records for electrical safety, Pat testing, fire checks, water temperatures and safe environment including equipment and machinery were all available and up to date at the time of the inspection ensuring the safety of the service users.
