Steps is a residential care home for up to sixteen adults with a learning disability and additional behavioural needs. The service comprises of three seperate house on one site.care home The main house has been converted from a large detached family house to provide accommodation on two floors including two bedrooms on the ground floor. These two rooms have en-suite facilities and have been designed for service users with mobility problems. All the rooms are single, with five first floor rooms sharing a bathroom and a shower room. The communal facilities include a lounge, dining room, a large kitchen and a downstairs toilet. The gardens have a patio and a barbeque area. There are hens and ducks living as pets in the garden. Access to the local park is at the rear of the garden via a gate. There are also two bungalows each taking up to 4 people, each bungalow has four bedrooms, two bathrooms, communal dining kitchen, lounge and conservatory. Both have their own gardens. The home is situated in Rotherham, on a main road, with some local facilities such as shops and pubs. It is within easy access to the town centre, and local transport passes nearby. What the care home does well The service continues to offer individuals a good standard of care, delivered in a person centred way. The service puts people at the centre of all it does to enable people to make decisions and choices. The manager and staff have worked hard over the last three years to keep the service moving forward, improving outcomes for people and keeping up to date with changes in good practice. This ensured people`s changing needs could be met. People told us they were happy and looked after well. What the care home could do better: The service continues to offer people excellent outcomes to ensure their needs are met. Feedback from Contract Officers was the decor in the main house could be improved. They also told us it could do with modernising, to meet people current needs.Contracts officers also told us they felt the two new bungalows that had been converted to accommodation for people on the site, had caused the main house to be neglected. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: This unannounced random visit was carried out as part of our three year inspection programme. Random means we will look at specific areas, this visit we looked at the services complaints and safeguarding systems. At the time of this visit a Registration Inspector was also at the service. The providers had applied to increase the number of registered places. The Registration Inspector was at the home to look at a the new bungalow to determine it met the requirements of the standards. Since this visit, the additional 4 places has been approved. The service now consists of three separate properties on the site. The main house accommodates up to 8 people and then there are two bungalows each accommodating 4 people taking the total to 16. The service had its last key inspection in June 2007, and they achieved a three star excellent rating, which means the outcomes for people living at Steps were excellent. The quality rating will only change following a key inspection. Therefore the rating for this service will stay the same following this random inspection. The site visit was carried out on 29 April 2010 commencing at 12:30 and finished at 15:30. During the visit we talked to two people who lived at Steps, two members of staff, the manager and providers. We also looked at relevant paperwork. We also spoke to Rotherham Councils, Contract Officers after the visit. The manager told us, there had been no adult safeguarding referrals over the last year. The manager told us all staff had received training in adult safeguarding and all staff know how to report an alleged incident to safeguard people. Staff we spoke to were all aware of the safeguarding procedures and what to do if an alleged incident occurred. This ensured people were in safe hands at all times. The manager told us she had been developing assessments to look at the Mental Capacity Act (MCA)and Deprivation of Liberty safeguards (DOLs). This was to determine people were not deprived. This ensured the persons needs were met. We looked at safeguarding training, all staff had attended this in the last twelve months, to ensure staff were aware of correct procedure to follow to protect people. We looked at the services concerns and compliments record. No concerns had been received. Although the manager told us a relative had raised some minor issues which had been resolved. We received 6 completed surveys from people who live at Steps and their relatives. The comments were mostly positive. some comments were; Staff are brilliant. They look after my relative very well. Care Homes for Adults (18-65 years) Page 4 of 9 My relative is very happy at Steps. However some comments told us that staff do not always listen when concerns are raised. Therefore they are not always resolved. Contracts officers told us, that the decor in the main house was in need of redecoration and some modernisation, to meet peoples needs. They also told us that while the two bungalows have been developed to take new people, the people who live in the main house had at times been affected by lack of support from management. They also told us not everyone was given a holiday, which meant their needs were not always met. The providers acknowledged that the main house was in need of re-decoration. They had implemented a maintenance and renewal programme to ensure people lived in a well maintained environment. We observed interaction between staff and people using the service during our visit, this was in one of the bungalows, these were very positive and appropriate. We also spoke to two people who lived at Steps and one relative, they told us, Staff are nice. I like the meals. My relative has settled well and enjoys living at Steps. We also looked at staff recruitment, we looked at one file and all the required documentation was available. Two references, a Criminal Record check, an application form and any gaps in employment looked at. This ensured the recruitment process was robust and protected people. Feedback was given to the manager and providers during and at the end of our visit.
