This inspection was carried out on 26th October 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Residents` said that meals are excellent, there is choice, staff are caring and friendly, they feel very safe, and they have a sense of wellbeing. Summerleaze is consistently maintained to a high standard. The fabric and furnishings are of good quality. It is spotlessly clean and fresh and the premises are homely. Residents are supported to live their lives as they wish. The manager provides good leadership and conveys a clear sense of how she wants her staff to achieve a good quality service. There is good mutual respect between manager and staff, who receive regular training, good support, and close supervision. The owners of Summerleaze go out of their way to provide a good service. They will accompany a resident to health appointments when requested and they ensure that any reasonable request is met.

What has improved since the last inspection?

The home is continuing its programme of covering radiators to protect residents from the risk of burns. They have now provided radiator covers in almost all bedrooms. There is a programme of redecorating each bedroom. It is a National Minimum Standard that each care home should have achieved 50% of care staff qualified to NVQ level 2 or equivalent by 2005. This is currently achieved at Summerleaze.

What the care home could do better:

None of the 5 residents spoken with could think of any way in which the home could be improved.

It is situated in a residential area within the town of Exmouth. Access to the first floor can be made by stair lift. All rooms are single and en suite. The owner/providers live in the grounds of the home and have daily contact. The home does not take emergency admissions and does not routinely provide waking night staff. The unannounced inspection took place on a Wednesday afternoon over 2 hours. The manager and 1 member of care staff were present. Service Users (residents) were spoken with as they socialised in the sitting room. Assessment, care planning and care recording were examined; also medication storage and records. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 Residents’ benefit from a thorough assessment of their needs prior to admission. (Key Standard 6 was inspected at the previous inspection visit). EVIDENCE: Assessment is undertaken diligently to ensure that residents will fit in at the home and their needs can be met. Each resident receives written confirmation of this. Where a local authority assessment is provided the home follows this with its own. Recently admitted residents were very satisfied with their admission, confirming that they had been given good information about the home and were well supported during the difficult change. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8 & 9 Residents’ benefit from planned care, which is delivered by skilled and experienced staff. Medication is correctly managed. (Key Standard 10 was inspected and exceeded at the last inspection visit.) EVIDENCE: Residents are very satisfied with the way their care needs are met, and spoke of being well supported by the owner/manager to attend appointments and maintain good health. Care plans are reviewed monthly with the resident. They include all aspects of health, safety, social need and wellbeing. A resident confirmed that theirs was accurate. Residents are able to manage their own medicines if they wish. Medicines administered by staff are done so professionally. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period.
