The home is situated in a residential area of Thornton near Cleveleys and is close to shops and local amenities. It is a single storey, detached property with a private front garden. A ramp is provided to provide access for wheelchair users. Accommodation is provided in eleven single rooms, one of which has en-suite facilities and two double rooms also with en-suite facilities. There is a lounge dining room and a separate sun lounge, which is a designated smoking area. In the entrance hallway, the home had a Statement of Purpose and Service User Guide and

What did we do for this annual service review? We looked at all the information we have received or asked for since the last key inspection. This included: The annual quality assurance assessment (AQAA) which was completed by the owner. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. What has this told us about the service? The home did not send us their AQAA (Annual Quality Assurance Assessment) on time. The AQAA included some detailed information. However, we noted the form we received was not the one which we had sent to the home, it was copy of the AQAA we had previously received in 2007 with some amendments to the data. This duplication of information which include some factual inaccuracies, meant we we could not fully rely upon the content of this document as a credible source of evaluation and development at the home. The homes manager de- registered with the Commission in March 2009, we understand there is another manager at the home but we have not received an application for registration. On the 16th December 2009, we sent surveys to the home for the residents, relatives/advocates and staff, so that they could tell us what they think about the quality of the service provided at The Conifers. We had not received any completed surveys at the time of this review. The AQAA which had been completed on the 20th November 2009 indicated there had not been any complaints at the home within the last 12 months. However, our records show there had been 4 complaints received at the Commission, 3 had been forwarded to the home for them to investigate using their complaints procedures and 1 had been forwarded to Social Services as a safeguarding alert. Previous inspections have shown there are good outcomes for people living at the Conifers. However, due to the lack of suitable information for this Annual Service Review, along with the issues raised, we have not been able to make a judgment that the home is still providing a good service. We therefore have some concerns about how Annual Service Review Page 4 of 6 the home is being managed and how this is affecting the outcomes for people living at the Conifers. What are we going to do as a result of this annual service review? The Care Quality Commission will continue to monitor information about this service and will carry out an inspection when required.
