The reason for this inspection was to assess compliance with the Requirements which were made following a Key Inspection of this care home on 23 March 2010 This inspection took place over a period of one day and involved two Compliance Inspectors from the Care Quality Commission Before this Random Inspection visit: We looked at: Information we have received since the last Key Inspection on 23 March 2010 including an improvement plan which we received from the owners How the service has dealt with any complaints and concerns since the last visit Any changes to how the service is run A separate inspection was carried out to establish that improvements to the way that medication is stored and administered at the home, has taken place The Care Quality Commission has taken enforcement action to make sure that improvements have been made A further report is available which details the findings of that inspection The visit: An unannounced visit was made on 11th June 2010 During this visit we: Talked to the owner and acting manager Checked what improvements had been made since the last visit Looked at information about the people who use the service and how well their needs are met Looked at staffing information and other records which must be kept Checked that staff had knowledge, skills and training to meet the needs of the people they care for We looked at a sample of bedrooms on the groundfloor and all of the rooms on the first floor We told the owner and acting manager what we found at the end of the visit Requirement 1 from the Key Inspection report of 23/03/10 stated,
Care Homes for Older People Page 4 of 9 People who live at the home and their relatives must have a way of making a complaint about the service that they / their relative receives, if they are unhappy, have a grievance or dispute There must be a written complaints procedure and a record kept of all complaints including what was done to resolve them Which was to be completed by 30/04/2010 We found that there was now a complaints procedure that people who live at the home and their relatives / supporters can use to make a complaint if they have a grievance or dispute Records show that there is a clear process in place which is known about by staff and there is a written copy in each residents room There had been no complaints made This requirement has been met Requirement 2 from the Key Inspection report of 23/03/10 stated, Refurbishment of all areas on the first floor which are to be used by residents must be completed Which was to be completed by 14/07/2010 The timescale of this Requirement was not due at the time of this inspection The owner informed CQC in writing that she is in the process of assigning a contractor to improve the first floor area of the home as it is presently unsuitable for anyone to live there We checked that no care home residents were living on the first floor The conditions of rooms on the ground floor were acceptable Two areas on the ground floor which required minor maintenance were brought to the attention of the owner and an written action plan detailing the work that had been undertaken was sent to CQC Requirement 3 from the Key Inspection report of 23/03/10 stated, Full background checks must be carried out before staff start working at the home Which was to be completed by 30/04/2010 Feedback from the owners and examination of staff records show that no staff had been employed at the home since the last inspection The owner and manager said that they would now make sure that background checks were always carried out This requirement has been met Requirement 4 from the Key Inspection report of 23/03/10 stated, All areas that are to be used in the home must comply with legal notices and other requirements issued by the Fire and Rescue Authority and Durham County Council Which was to be completed by 23/06/2010 We confirmed with the Fire and Rescue Authority that the Legal Requirement Notice that had been issued to improve fire safety for residents and staff at the home had now been met The owner confirmed that the improvements required by Durham county Council had taken place Care Homes for Older People Page 5 of 9 This requirement has been met What the care home does well: What they could do better: If you want to know what action the person responsible for this care home is taking following this report, you can contact them using the details set out on page 2 Care Homes for Older People Page 6 of 9 Are there any outstanding requirements from the last inspection?
