The reason for this inspection was to assess compliance with the Requirements which were made following a Key Inspection of this care home on 23 March 2010 This inspection took place over a period of one day and involved two Compliance Inspectors from the Care Quality Commission Before this Random Inspection visit: We looked at: Information we have received since the last Key Inspection on 23 March 2010 including an improvement plan which we received from the owners How the service has dealt with any complaints and concerns since the last visit Any changes to how the service is run The visit: An unannounced visit was made on 10th August 2010 During this visit we: Talked to the owner and acting manager Checked what improvements had been made since the last visit Looked at information about the people who use the service and how well their needs are met Looked at staffing information and other records which must be kept Checked that staff had knowledge, skills and training to meet the needs of the people they care for We looked at all of the rooms on the first floor We looked at how peoples medication is stored and administered by staff at the home We told the owner and acting manager what we found at the end of the visit Findings of this Inspection Requirement 2 from the Key Inspection report of 23/03/10 stated, Refurbishment of all areas on the first floor which are to be used by residents must be completed
Care Homes for Older People Page 4 of 9 This Requirement was to be completed by 14/07/2010 Inspectors found that the planned refurbishment of the first floor had not been completed 19 bedrooms remained out of use because planned refurbishment had not been completed and in four bedrooms this work had not started In addition, there was no alarm call system fitted to the first floor bedrooms and two toilets were unable to be used A warning letter has been sent to the owners because they have repeatedly failed to meet Regulation 22 of the Care Homes Regulations 2001 Requirement 3 from the Key Inspection report of 23/03/10 stated, Full background checks must be carried out before staff start working at the home This Requirement was to be completed by 30/04/2010 Inspectors identified that one person had been appointed as a care assistant and had been working at the home since 2 July 2010 However the application for employment for this member of staff was not fully completed It did not contain any details of referees Only one reference was found This was handwritten from a colleague, was not dated and was addressed to the Manager without an address There were no copies of letters sent from the home to referees asking for a reference There was a recorded gap of five years in the applicants work history with no explanation recorded for this The application form was incomplete For example, the question, Has there been any action/incident questioning been taken by Police or any enquiry has been carried out in respect of any alleged offence, had not been completed by the applicant The statement regarding disclosure of a criminal offence had not been signed A warning letter has been sent to the owners because they have repeatedly failed to meet Regulation 19 of the Care Homes Regulations 2001 Storage and Administration of Medication Most people who live at this home need assistance from staff to store and administer their medication At previous inspections it was found that staff at the home failed to accurately store and administer medication to residents The owners were given an opportunity to improve the way that medication has been managed but when this was unsuccessful the Care Quality Commission took further Enforcement and Legal Action As a result of this action the owners have received a legal Caution from the Care Quality Commission for their failure to meet Regulation 13 of the Care Homes Regulations 2001 At this inspection we looked at the amount of medication that is stored and administered by staff at the home We checked a sample of medication to make sure that they matched the amount of stock actually held The medication record was found to be accurate at this Inspection Care Homes for Older People Page 5 of 9 What the care home does well: What they could do better: If you want to know what action the person responsible for this care home is taking following this report, you can contact them using the details set out on page 2 Care Homes for Older People Page 6 of 9 Are there any outstanding requirements from the last inspection?
