This inspection was carried out on 5th November 2008.

CSCI found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

We have been advised by the manager that the home is currently undertaking a audit of recruitment records and information held and this is to be welcomed. A copy of the audit has been requested within six weeks to confirm that the home has identified any further shortfalls in recruitment practice and taken the necessary action.

What the care home could do better:

The home must make sure that individuals do not start working in the home without CRB and POVA checks. In the event there is a need for individuals to start without CRB and this should only be where there is a priority to make sure that the needs of individuals are being met then the individual must be supervised (and evidence of this taking place is provided) and POVA First check be obtained. The recruitment practices of the home must be rigorous in making sure the required procedures take place specifically the taking up of two references one of which must be previous employer of the perspective employee.

Date of last inspection Brief description of the care home The Manor Nursing Home was purpose built and is set in attractive landscaped gardens with ample car parking space. Accommodation is mainly provided in single bedrooms all of which have en-suite facilities. Corridors are wide and equipped with handrails. There are a variety of communal areas, which are comfortably furnished; one lounge is Care Homes for Older People Page 2 of 7 set aside for the use of younger residents. Residents are free to spend time where they wish and with whom they wish; visitors are welcome at the home without appointment. The home employs registered nurses, carers, activities staff, and catering and housekeeping staff to care for residents. The homes current fees are 470-580 pounds per week for the older people living at the home. Fees for the younger people are determined upon the assessed needs of an individual Care Homes for Older People Page 3 of 7 What we found: We visited the home and examined recruitment records for the past year. We found there had been a number of employees who had started working in the home without the required checks. There were 4 individuals who had CRB certificates dated after their start dates and no POVA checks. Two individuals had no CRB certificates and POVA checks had been received after their start date. Finally there were 3 individuals who had started working in the home without CRB or POVA checks. None of these individuals are currently employed in the home. It is noted that all of the individuals had been employed before the current manager was appointed. We also found that the homes practice around seeking references could be more rigorous in that when seeking references the home must make sure one is from previous employer and that they are not both personal references. They may not have been looked at during this inspection, as a random inspection is short and focussed. The registered person must take the necessary action to comply with these requirements within the timescales set. This requirement is unmet from the last inspection. Previous timescale 14/06/06 30/09/2007 3 38 13(4) 13(6) The registered person must 30/09/2007 ensure that the home is conducted in a way that protects the health and safety of the residents at all times. In particular regard to the storage of substances hazardous to health under COSHH regulations and the storage of oxygen. This requirement is outstanding from the last inspection. The registered person had to meet these within 48 hours. The registered person(s) must do this within the timescales we have set. No. Standard Regulation Requirement Timescale for action 1 29 19 The registered manager shall 15/11/2008 not employ a person to work at the care home unless he has obtained information and documents as specified in paragraphs 1 to 7 of Schedule 2. This refers to the need to undertake all required checks i.e. POVA First and Enhanced Criminal Record bereau so that the welfare of individuals who live in the home is protected as far as possible. In addition the necessary references are obtained before the employment of individuals in the home.
