The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Wallis Court is well maintained and provides very pleasant accommodation. Residents described living at Wallis Court as "absolutely marvellous" and "wonderful", saying that the service they receive is "excellent". Staff, regardless of their role, were described as competent and very kind and caring. The staff team are well-trained and motivated and there is good communication amongst the staff team and management.

What has improved since the last inspection?

A number of bedrooms had been decorated since the last inspection and carpets replaced. Care staff had received updated training in issues relating to the care of older people and health and safety issues, to ensure they had the skills to deal with emergencies.

What the care home could do better:

The staff at Wallis Court continue to provide a high quality service. There are no requirements for improvement at this time. The conservatory refered to in the previous inspection report is due to be dismantled to allow improvements to be made to the fire escapes.

Date of last inspection 26/10/05 Brief Description of the Service: Wallis Court is a 40-bedded Care home with Nursing arranged over 4 floors. The first floor contains 7 bedrooms, 3 of which have shared accommodation, for those residents who require nursing care. The remainder of the bedrooms are on the 2nd, 3rd and 4th floors: a passenger lift provides access to all floors. On the ground floor there are two large lounge rooms and a dining room. The home is equiped to provide care for physically disabled residents. A registered nurse is on duty 24 hours a day for those residents who require nursing care. The home is situated close to the centre of Torquay. It is owned and run by the National Westminster Staff Foundation, which is a registered charity. Places at the home are restricted to retiring and serving staff of the Royal Bank of Scotland and their dependants. The inspection was unannounced and took place on 2nd March 2006. Janet Middleton, the Registered Manager, was present and she and her staff team assisted the inspector throughout the inspection. The inspector made a tour of the building, spoke to residents and care, ancillary and maintenance staff, and examined documentation relating the care of the residents as well as the management of the home. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3, 5 Prospective residents can be confident that thorough pre-admission procedures ensure that their care needs can be met. EVIDENCE: Either the Registered Manager or the senior Registered Nurse undertake preadmission assessments to ensure that the care needs of prospective residents are identified. Residents can be confident that following this assessment their needs can be met at Wallis Court. Prospective residents are invited to visit to home to meet the care staff and other residents prior to making a decision to move in. One resident described how she had come for a short stay before moving in permanently. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9, 10, 11 Residents’ health, personal and social care needs are fully met and are set out in an individualised plan of care. Residents are treated with dignity and respect and their privacy is upheld. EVIDENCE: Residents said that they feel very well cared for and can ask at any time for assistance, with nothing being too much trouble for the staff. Many said that they thoroughly enjoyed living at the home and valued the kindness and professionalism of the staff and the friendship of the other residents. The home was described as “absolutely marvellous”. Those care plans examined described the residents’ personal care and health needs in detail and showed that these needs were reviewed and re-assessed regularly in consultation with the resident and/or their representative. Those residents with failing health or terminal illness are able to remain at the home if hospitalisation is not required as nursing care can be provided. Medication, including controlled drugs, is stored safely and administration practices protect residents from risk. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14, 15 Residents are encouraged to maintain contact with their family and friends as well as the local community. Meals are varied and nutritious. EVIDENCE: Residents described Wallis Court as a very pleasant place to live. The residents described that activities are routinely organised and include weekly bingo sessions, music evenings, choir visits, attending church and sightseeing events. Residents have continued to pursue interests such as attending the bridge club and the yacht club. Relatives and friends are encouraged to visit and made welcome. Residents described the food as “excellent”. Lunch is the main meal of the day providing three courses with a choice of three main meals. There is a choice for breakfast of fresh fruit, cereals, toast and a cooked breakfast and the evening meal offers a choice of two or three cooked meals. A cheese board is offered later in the evening. The dining room is very pleasantly decorated and provides waitress service. Residents have access to fresh filtered coffee and cooled filtered water at all times. The extensive plans to celebrate a residents’ 100th Birthday demonstrated the commitment by the staff team as a whole to ensure every resident lives in a happy, supportive and “family-like” environment. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16, 17, 18 Complaints and suggestions from residents, relatives or other visitors to the home are treated seriously. Residents’ rights are respected. EVIDENCE: Residents said that Ms Middleton, the Registered Manager, and her staff team were very approachable and they were confident that any issues of concern would be listened to and dealt with. No complaints had been received since the last inspection. Care staff had received training in issues relating to the protection of vulnerable adults. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 21, 23, 24, 25, 26 The residents live in a very pleasant, well-maintained home that is comfortable, safe and warm. Sufficient facilities are provided to meet health, personal and physical care needs. EVIDENCE: The home is in an excellent state of repair; it provides very comfortable communal and private accommodation many of which have view over the bay. All areas examined, including the laundry room and kitchen, were found to be very clean and tidy indicating that regular cleaning is taking place. Continued investment in the home ensures that facilities are upgraded as necessary and there are sufficient aids and adaptations to meet the care needs of those residents with poor mobility or physical disabilities. All bedrooms provide en suite toilet and bathing facilities. An additional bathroom provides a bath suitable for use by residents with physical disabilities. All radiators were covered and hot water temperatures controlled to prevent the risk of injury to the residents. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 30 Residents are cared for by well-trained and motivated staff in sufficient numbers to meet the needs of those currently living in the home. EVIDENCE: Residents described the staff as very kind and caring and confirmed they responded promptly to requests for assistance. Care staff are supported by catering, domestic, administrative and maintenance staff and they confirmed that there are sufficient staff to meet the needs of those currently living at the home. The National Westminster Staff Foundation has a very positive approach to training: the Registered Manager confirmed that she has an “open” budget for training. All care staff either have a NVQ qualification or are in training. Care staff receive in excess of the 3 days paid training a year identified in the National Minimum Standards and receive regular updates to ensure they have the knowledge and skills to care for older people and to deal with health emergencies. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32, 35, 38 Residents live in a well managed home. The Registered Manager and her staff team strive to provide a stimulating, safe environment that respects and protects residents’ rights. EVIDENCE: Residents said that they feel safe and secure in their home and that the home was well managed. Staff said that the Registered Manager has an “open-door” policy and they are kept informed of significant events relating to the running of the home and the welfare of the residents through regular meetings. The Registered Manager confirmed that she is well supported and has regular contact with senior managers within the organisation. Residents or their relatives retain responsibility for managing their finances and the care staff have no dealings with residents’ money. The fire logbook was examined and this provided evidence that the fire alarm system is tested every week and that staff have received regular fire safety training.
