What the care home does well Both staff members and relatives interviewed felt that the standard of personal care was satisfactory. This was confirmed by observations during the tour of the premises which showed users to be clean, well dressed and generally content. There was an appropriate atmosphere in the units visited. Relatives spoken to were complimentary about the care workers in the home who they felt were meeting their relatives` needs in often difficult situations. The staff members interviewed all appeared committed to their work and to the maintenance of a good standard of personal care of people living there. This was confirmed by observations of service users who appeared well cared for. What the care home could do better: Examination of rotas and interviews with staff confirmed that the staffing of the home is inconsistent in meeting the needs of people living there. There was evidence of attempts to improve some staffing levels, particularly at night, but this was offset by other deficiencies which has caused difficulties in the home. One member of staff on the dementia nursing unit could give recent instances of short staffing resulting in difficult situations in the unit to cover all aspects of care. On another unit, it was confirmed that staff are often removed to meet shortfalls elsewhere so that that unit is often short of its complement of staff. Another nurse confirmed that this was the policy of the home to meet what is seen as greater needs elsewhere. A tour of the premises found them generally to be of a reasonable standard with evidence of refurbishment taking place. However, there was only one domestic worker on duty at the time of the visit and other staff said that this was not unusual, although two domestic staff are expected to be deployed during the day. An interview with the domestic worker said the shortfall was due to staff sickness although other staff felt it was more frequent. Care workers spoken to felt that this was compromising hygiene standards in the home. The dementia nursing unit displayed evidence that hygiene standards need improvement. Random inspection report

There is level access to the front of the home with adequate parking to the front. There are no gardens, only 2 small sitting areas on either side of the car park. A second floor rooftop garden terrace provides users on Pilling Unit with a safe outdoor area. There are three floors and there is a passenger lift to all levels. The home has three units. On the ground floor there is the general nursing unit (Evans), on the first floor there is a unit for residents with dementia who need specialised nursing input (Gerard), and on the second floor a unit for residents with dementia (Pilling). All the bedrooms throughout the home are single. Bathrooms and toilets are provided on each floor. Fees at the time of the key inspection ranged from 335.19 to 540 pounds per week. The fees charged depend on the needs of the residents and whether they receive the free nursing care top up. Additional charges are made for private chiropody, hairdressing and newspapers. This was a random unannounced inspection of Ashton View Care Home which included a visit to the service. This was undertaken as a result of a complaint from a relative about the staffing and hygiene standards in the home and only considered these issues. The inspection encompassed information from the last key inspection and a random unannounced inspection of 29th October 2009 where similar issues were raised. Interviews took place with three senior members of staff and the housekeeper. Two relatives were interviewed as well as users of the service observed. A tour of two of the units of the home took place.
