Beaufort House is situated in a pleasant residential area of Burnham-on-Sea. It is set in its own grounds and is surrounded by large and attractive gardens with ample car parking spaces to the front and side. The home is registered with the Care Quality Commission (CQC)to provide personal care to up to 32 older people. The home is not registered to provide nursing care nor is it registered to provide care to people with dementia or other mental health problems. Beaufort House is owned and run by the Royal Agricultural Benevolent Institution for its patrons. The registered manager is Mrs Susan Luck. The main care home is a large Victorian building that has been converted into single room accommodation. The accommodation is of a high standard, comfortable and very well maintained. There are four large sitting rooms (one with bar facilities) and a spacious dining room. All bedrooms have en-suite facilities and call bells. There is a passenger lift and facilities for assisted bathing. The home benefits from experienced staff, who have been at the home for many years. The management and staff at the home assist service users to live as independently as possible. There is an interesting range of activities within the home and links to the wider community. At the key inspection conducted on 24th February 2009, we were informed that fees were between 450 pounds to 650 pounds a week. Extra charges include newspapers, hairdressing and personal items. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The Annual Quality Assurance Assessment (AQAA). This was sent out to the home and was completed and returned to the Commission in a timely fashion. The AQAA is a selfassessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Notifications received. These are a legal requirement; the service must tell us about certain things that happen in the service. The previous key inspection undertaken on 24th February 2009 Other correspondence held on file. What has this told us about the service? This told us that the home continue to provide excellent outcomes for people using the service and that procedures are in place to monitor and further improve the quality of the service delivered. It told us that the views of people using the service are actively sought and responded to. The AQAA told us that annual quality assurance surveys are sent to people using the service, their representatives and health care professionals to see their views on the quality of the service delivered. It told us that, following comments from people using the service, changes have been made to menus, activities and decor. The AQAA stated; The management lead a team of well trained professional, yet homely and caring staff that deliver care to a very high standard. We pride ourselves in getting to know our service users individually and treat them as individuals. We also form good relationships with families/friends and invite them to have a voice and opinion. It told us that people live in a very well maintained and comfortable home and that up to date procedures are in place to ensure the health and safety of people at the home. It told us that the home maintains high standards for cleanliness and that appropriate procedures are in place to reduce the risk of the spread of infection. It told us that the home have introduced the Liverpool Care Pathway for end of life care following training from the local hospice. In their completed AQAA the home state; We strongly believe at Beaufort House that service users whenever possible should be allowed to spend their last days in their own rooms surrounded by their own belongings and cared for in a dignified peaceful manner. We have excellent links with the GP’s and district Nurses and follow the Liverpool Care Pathway. Relatives and friends are able to stay in our guest rooms when the service user is dying. The AQAA told us that people using the service benefit from and open and inclusive Annual Service Review Page 4 of 6 style of management and a stable staff team. It told us that staff turnover is low and that the home have not had to use agency staff. The AQAA told us that the home are committed to ensuring that staff are appropriately trained and supported. It told us that of the 23 permanent care staff employed, 21 have achieved a minimum of an NVQ level 2 in care. This equates to 91 which far exceeds the recommended 50 of the National Minimum Standards. It told us that procedures are in place to ensure that peoples health and social care needs are met. The AQAA told us that people are provided with opportunities for social stimulation in line with their needs and preferences. It told us that the home are committed to continuing improvements in this area. The AQAA told us that the home are committed to ensuring that people receive a person centred approach to care. It told us that the manager and all senior staff have received training in person centred care planning and that this is cascaded through to all staff. The home continues to be appropriately managed. The home keep the Commission informed of all significant events at the home and they make contact with the Commission as required. It told us that staff have access to a range of up to date policies and procedures and that robust procedures are in place to protect people from the risk of harm or abuse. It told us that appropriate complaints procedures are in place. The AQAA indicated that the home have not received any complaints in the last twelve months. No complaints have been received by the Commission. What are we going to do as a result of this annual service review? We are not going to change our inspection programme. We can however inspect the home at any time if we have concerns about the quality of the service or of the safety of people using the service.
