It provides care for up to 37 older people, the majority of whom have nursing needs. The home is situated in Saltash, Cornwall. Whilst at a distance from the main shopping centre, there is a small supermarket is close by and there is a bus service, which enables active residents to exercise some independence or assists relatives when visiting. Accommodation is provided on two floors linked by a shaft lift and step lift. The majority of rooms are for single occupation, half of which have an en suite facility. There is a choice of communal space downstairs, which comprises two lounges, a conservatory/ dining room and front hall/sun lounge. There is a patio area with seating and car parking in front of the home. The home presents as being well maintained and is tidy inside and out with a display of seasonal flowers at most times. The previous inspection report is displayed in the entrance foyer. The current fees range from £466 to £555 per week (correct September 2009). The residents contracts are dealt with by the groups operations officer, who issues them once a settling in period had been achieved. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included The annual quality assurance assessment (AQAA) that was sent to us by the service (25/09/09). The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service (4) and staff (2). Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. Two of the service user surveys were completed by relatives on residents behalf and two were completed by residents themselves . They told us that they usually get the care and support they need, usually like the meals and that the home is generally fresh and clean. One comment was that good levels of hygiene and cleanliness, good meals. It was generally felt that staffing levels could be better, one comment was, more staff at times so when I ring bell for toilet it is answered ASAP and not a 20 minute plus wait. The AQAA states that 32 care shifts have been covered by temporary or agency staff in the last 3 months. and goes on to say that there are some care staff vacancies at the time of completing the form. Staff indicated that The Elms has a very hard working care team, are given training relevant to their role and that trips out for the residents is beneficial to them. The AQAA states that 16 of the 22 care staff have at least an NVQ level 2 in care, which exceeds the 50 plus level required by the National Minimum Standards for Older People. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service generally continues to provide good outcomes for the people who use it. There have been no complaints made to the Commission in the last 12 months and the AQAA states that the home has not received any complaints in the last 12 months Annual Service Review Page 4 of 6 either. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 6th November 2011.
