Conditions of registration: Date of last inspection 28th June 2005 Brief Description of the Service: 41 Beach Road is a care home registered to accommodate 1 young adult with mental health problems aged 18 to 65 years. The resident has lived with the owners and their family since the age of 10 years. The resident lives with the owners as a member of the family and refers to them as his mum and dad. The home is run as a normal domestic household and not a residential care home. This is an overview of what the inspector found during the inspection. This inspection was unannounced and started at 9.30am and took place over 2 hours. The Inspector spoke to the homes owners and the resident living at the home. Care records were examined and a full tour of the premises was undertaken with the resident. What the service does well: What has improved since the last inspection?
The owners of the home have continued to make improvements to the environment with the bathroom and hallway on the top floor being redecorated and new flooring fitted. The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 The resident is supported to pursue an independent lifestyle with identified risks monitored and reviewed. EVIDENCE: The care plan clearly described the level of support and assistance being provided to the resident with his decision-making. The resident confirmed the home was supportive in encouraging him to live independently with the knowledge that support and assistance is available if this is required. The resident said he was attending an evening class on computers, which he really enjoyed. The owner of the home said they were encouraging the resident to widen his social circle and pursue a more independent lifestyle. Observation of the care plan and discussion with the resident confirmed he continues to undertake voluntary work three days a week at local charity shops. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 and 16 Visiting arrangements at the home are informal and friends of the resident are encouraged to maintain contact ensuring personal relationships are maintained. Routines within the home are flexible and are arranged to ensure the residents rights are respected. EVIDENCE: The resident said he was happy with arrangements in place for receiving visitors and was encouraged by the owners of the home to maintain contact with his friends. The resident said, “I can receive visits from my friends any time and they always made welcome”. Discussion with the resident confirmed they were happy with the routines within the home and these were being arranged around their individual needs. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Promotion of health is taken seriously and personal support is provided in a flexible and sensitive manner. EVIDENCE: Discussion with the resident confirmed he was happy with the level of support he receives within his daily routines and could make his own decisions when to bath, retire to bed and get up in the morning. At the time of this inspection the resident was in good health and hadn’t required any visits to healthcare professionals. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 The home has a planned maintenance and renewal programme for the redecoration and refurbishment of the home to ensure the resident lives in a comfortable, homely and safe environment. EVIDENCE: Since the last inspection the homes owners have continued to make improvements to the environment. The bathroom on the top floor has been redecorated and had new flooring fitted. The hallway on the top floor has also been redecorated and had new flooring fitted. The owner of the home said the refurbishment of the home was ongoing and there were plans to redecorate a room on the first floor and turn this into a computer room. The resident was very happy with the improvements made to the home. EVIDENCE: Inspection of maintenance records confirmed facilities and equipment was being maintained as required.
