This inspection was carried out on 28th June 2005.

What the care home does well

The resident at this home is well looked after. He lives in a normal family environment as a member of the family and is involved in decision making about the running of the home and his own lifestyle. The resident informed the Inspector he had just finished attending an evening class on computers for beginners and wanted to take further training on computers. The resident informed the Inspector he had also taken part in a seven-week badminton course and had enjoyed this so much he wants to join another course. The owner of the home informed the Inspector they are encouraging the resident to widen his social circle and pursue a more independent lifestyle. The residents care plan had recorded significant events confirming he is encouraged to pursue leisure and educational interests and make his own decisions about his lifestyle.

What has improved since the last inspection?

There have been improvements made to the environment since the last inspection with a number of rooms being redecorated and refurbished. The bathroom on the first floor has been re-fitted with a shower cubicle and new toilet facilities. The front and rear lounges have both been redecorated and new carpets fitted. The ground floor hall, first floor hallway and bathroom have also had new flooring fitted. Central heating is now available throughout the home. A new cooker and dishwasher have been purchased for the kitchen. The residents bedroom has been redecorated and a radiator guard provided to protect the resident from potentially burning himself. The resident was very happy with the improvements made to the home.

What the care home could do better:

On this inspection the areas looked at were met and the home was providing a level of care and support that continues to meet the needs of the resident. The owners of the home are aware they must continue to work hard to ensure the high standards presently being provided continue to be met.

The resident has lived with the owners and their family since the age of 10 years. The resident lives with the owners as a member of the family and refers to them as his mum and dad. The home is run as a normal domestic household and not a residential care home. This inspection was unannounced and started at 9.30am and took place over 3 hours. The Inspector spoke to the homes owners and the resident living at the home. Care records were examined and a full tour of the premises was undertaken with the resident. What the service does well: What has improved since the last inspection? JUDGEMENT – we looked at outcomes for standard(s) 6,7 and 8 Promotion of residents health, personal and social care is taken seriously and closely monitored to ensure they are met. The resident is supported to pursue an independent lifestyle with identified risks monitored and reviewed. EVIDENCE: An Individual record was kept for the resident with a plan of care setting out in detail the action that needed to be taken to ensure all aspects of his health, personal and social care needs were met. Significant events had been recorded and daily entries made setting out the care given. The care plan clearly described the level of support and assistance being provided to the resident with his decision-making. The resident informed the Inspector he is to fly to Ireland on his own to visit family for the first time. The resident was able to describe his level of involvement in planning the trip and was very excited about this. The resident said, “I will be assisted to Liverpool airport and then the airline staff will make sure I get on the right plane. I will have a mobile phone so I can text to say I have arrived safely”. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14 and 17 Education and employment opportunities are promoted to ensure the resident has opportunities for personal development. Meals are well managed and provide daily variation for person living in the home. EVIDENCE: The home encourages the resident to pursue education and employment opportunities and these are clearly described within the care plan. The resident informed the Inspector he had just finished attending an evening class on computers for beginners and wanted to take further training on computers. The resident informed the Inspector he had also taken part in a seven-week badminton course and had enjoyed this so much he wants to join another course. The owner of the home informed the Inspector they are encouraging the resident to widen his social circle and pursue a more independent lifestyle. Observation of the care plan and discussion with the resident confirmed he continues to undertake voluntary work three days a week at local charity shops. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 20 Promotion of health is taken seriously. The residents welfare is closely monitored and health needs were met. EVIDENCE: The resident has an individual plan of care setting out in detail the action that needs to be taken to ensure all aspects of health, personal and social care needs of the resident are met. Significant events had been recorded and daily entries made setting out the care given. At the time of this inspection the resident was in good health and hadn’t required any visits to healthcare professionals. JUDGEMENT – we looked at outcomes for standard(s) 22 and 23 Arrangements for complaints are handled well and taken seriously ensuring the resident feels listened to. Procedures for dealing with and reporting abuse were satisfactory ensuring people are adequately protected. EVIDENCE: The home has a detailed complaints procedure, which has been made available to the resident. The resident informed the Inspector he was happy living at the home and had never had cause to make a formal complaint. EVIDENCE: As discussed previously in this report the resident has lived with the homes owners since he was 10 yrs old and lives as a member of the family. The home is run as a normal family household and quality assurance systems are in place but are informal. Observation of his care plan and discussion with the resident confirmed he is involved in normal family decision-making and his views are listened to. The resident was able to describe how decisions are made about family holidays and his involvement in these.
