What the care home does well

Residents spoken to say they have choice over their daily lives such as when to go to bed and being taken out to get newspapers. There was an activities schedule on display and a summer party is planned for July

What has improved since the last inspection?

The many environmental requirements made at the last inspection have been met. The home is decorated throughout, entrances to the home and fire exits are clear. Hazardous chemicals are now locked in the sluice.

What the care home could do better:

An issue regarding the provision of footplates on wheelchairs was highlighted in the recent adult protection investigation. Five out of nine wheelchairs seen today did not have footplates.

It has recently been extended and upgraded. This unannounced inspection took place on the 20/06/05. The registered manager was in attendance. The purpose of this inspection was to establish if the many requirements of the last inspection were met particularly in the environment and health and safety of the residents. The home was inspected, staff, visitors and residents were spoken to and all comments were positive. There have been some problems in the integration of staff from another home and the registered manager is working on the resolution of these issues. There has been a recent adult protection referral and the home has worked well with the local Social and Caring Services to resolve and improve the situation. The home was found to be neat, clean, well decorated and fully furnished. Entrance to the home was clear and the gardens are well maintained. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,4 Prospective residents have the information they need to make an informed choice about where to live. Residents and their representatives know that the home they enter will meet their needs EVIDENCE: There is an up to date statement of purpose and service user guide which gives residents and their relatives up to date information on the facilities in the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8 The resident’s health, personal and social care needs are set out in an individual plan of care. Residents make decisions about their lives with assistance as needed. EVIDENCE: Two care plans were inspected and were comprehensive and up to date. The need for monthly review, which is not currently done, was discussed with the registered manager. This would ensure that the plan is constantly updated with the changing needs of residents. Health professionals are consulted, as need dictates. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14 Residents find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Residents maintain contact with family/ friends/ representatives and the local community as they wish. Residents are helped to exercise choice and control over their lives. EVIDENCE: Residents spoken to stated that the enjoy life in the home and have freedom and choice. One resident goes out most days for a newspaper and another stated that there are activities but he prefers his radio. A Visitor spoken to stated that the home is always welcoming. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16,17 Residents and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Residents are protected from abuse EVIDENCE: Residents and relatives spoken to stated that their complaints would be listed to and acted upon. There is a complaints procedure in place and all complaints are recorded to ensure this occurs. Residents are protected from abuse as the home follows the West Sussex Social and Caring Services Adult Protection Procedures and staff receive training in this. The manager discussed setting up her own procedures alongside these to ensure that staff are clear as to their role in suspected abuse and these were posted to the Commission following the inspection. The home cooperated with Social and Caring Services in a recent adult protection allegation but one aspect of this is outstanding; the provision of footplates to all wheelchairs. With regard to the health and safety of residents it is a requirement of this inspection that footplates be installed on all wheelchairs. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19-26 Residents live in a safe, well-maintained environment and have access to safe and comfortable indoor and outdoor communal facilities. Residents have sufficient and suitable lavatories and washing facilities. Residents have the specialist equipment they require to maximise their independence EVIDENCE: The home was clean, pleasant and well decorated. Access to the well maintained garden was clear and residents were seen enjoying this facility. There are sufficient bathrooms for residents needs and these were well decorated and hygienic thus the physical needs of residents are met. Specialist equipment is provided according to need. There are however several wheelchairs available for use in the home and many are without footplates. With regard to the health and safety of residents it is a requirement of this inspection that footplates be installed on all wheelchairs. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for standard(s) 31, 33, 38 Residents live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. The home is run in the best interests of residents. The health, safety and welfare of residents and staff are promoted and protected EVIDENCE: The Registered Manager is a Registered Nurse and undertakes training necessary to maintain registration with the Nursing and midwifery Council. She is enthusiastic about the home and the needs of the residents. Residents and relatives spoken to confirmed that the manager is approachable and that the home is run in their interests. The intention to protect the health, safety and welfare of residents and staff is evident by policies and procedures and the provision of staff training; these records were available.
